Description
ERDC Contracting Office intends to solicit one source under the authority of FAR 13.106-1(b) to Case Western Reserve University, 10900 Euclid Ave, Cleveland, OH 44106-7015 for Research and Development services to consider improved approaches for quantifying contaminant bioavailability and exposures to different species of fish. This procurement is being conducted under Simplified Acquisition Procedures --- this is a follow on contract so only one responsible source and no other supplies or services will satisfy agency requirements. Case Western Reserve University is the only institution that has the required approaches and methods that have been approved by the Engineer Research and Development Center. Interested organizations may submit their capabilities and qualifications to perform the effort in writing or by email to the identified point of contact no later than Friday, 11 January 2013 - 11:00 A.M., CDST. Oral communications are not acceptable in response to this notice. Interested parties must submit proposal for consideration by the Government to jamaya.smith@usace.army.mil. Please use solicitation number referenced in the subject line. The Engineer Research and Development Center (ERDC), Environmental Laboratory is coordinating research activities that consider improved approaches for quantifying contaminant bioavailability and exposures to different species of fish. The project will address a significant source of uncertainty in risk-based processes that model bioaccumulation potential by developing a more complete understanding of exposure variation among different benthic species caused by functional differences in how organisms interact with sediment particles, pore water and overlying water. The project will consider the functional ecology of infaunal macrobenthos in developing more accurate and ecologically relevant (and accurate) exposure assessments and predictions for remedial decision-making. This will support a critical research need in the area of quote mark improved approaches for biological assessments of bioavailability quote mark. A series of laboratory experiments will be conducted to test the hypothesis that benthic functional attributes can explain differences in exposure, measured in terms of bioaccumulation, to different contaminant compartments within sediment.
