- DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Europe District intends to issue a Request for Proposal (RFP) W912GB-13-R-0013 for two or more Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple-Award Task Order Contracts (MATOC) covering four geographical locations within Africa. The Geographical areas are identified as follows: AFRICA WEST Benin, Burkina Faso, Cape Verde, Cote D'lvoire, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Nigeria, Senegal, Sierra Leone, The Gambia, and Togo. 1.North Africa: Morocco, Tunisia, Algeria, Libya, Sudan (Khartoum) 2.East Africa: Tanzania, Burundi, Rwanda, Uganda, Kenya, Somalia, Djibouti, Eritrea, and South Sudan (Juba) 3. West Africa: Chad, Cameroon, Nigeria, Benin, Togo, Ghana, Burkina Faso, Sierra Leone and Liberia. 4. West Africa: Senegal, The Gambia, Cote D'Ivoire, Cape Verde, Niger, Mali, Mauritania, Guinea Bissau and Guinea Offerors may submit proposals for one location or all locations. Offerors will indicate the geographical location for each proposal they wish to be considered. Note the Government reserves the right to utilize the resultant contract (s) for general construction projects located in other parts of Africa not listed at the direction of the Contracting Officer. TYPE OF CONTRACT AND NAICS: This RFP will be for two or more Firm-Fixed-Price (FFP) contracts. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. TYPE OF SET-ASIDE: This acquisition will be an unrestricted action under full and open competitive conditions. SELECTION PROCESS: The Government intends to utilize a two-phase source selection process to evaluate contractors for award. Those Contractors who are considered most qualified during Phase I (Not to exceed five contractors) will be requested to submit proposals for the Phase 2 portion of the solicitation. In Phase One, an Offeror will submit certain specified information regarding its company's past performance. Price will NOT be a submission requirement for Phase One. Based on the results of the Phase One evaluations, the Europe District will select the most highly rated Offerors (Not to Exceed Five) to participate in the Phase-Two portion of the solicitation. Note that in Phase-One, the Europe District reserves the right to reject any/all offers. In Phase Two, Offerors will compete to determine which Offerors will be awarded an ID/IQ MATOC contract and included in the competitive MATOC pool. Price WILL be submitted in Phase Two. The price proposal may include two bid schedules reflecting a base schedule, and Seed project schedule. If a Seed project schedule is utilized, only one (1) Offeror awarded an ID/IQ MATOC contract will be eligible for award of the seed project. The Government is not obligated to award an ID/IQ MATOC contract to all Offerors competing in Phase Two nor award an associated seed project. The Government reserves the right to reject any and/all offers in Phase Two. CONSTRUCTION MAGNITUDE: The term of the resultant contract (s) will be limited to a one (1) year (12 months) base period, and four (4) twelve month option periods. The guaranteed minimum is estimated at $5,000 with the total contract capacity estimated at $25 million over five years. Specific magnitudes will be identified per task order in accordance with FAR 36.204. SITE VISIT/PRE-PROPOSAL CONFERENCE: Currently a Site visit and Pre-proposal Conference is NOT scheduled; however, the Government may schedule one or both, of which the date and time will be published in the posted solicitation. SOLICITATION WEBSITES: All prospective contractors and their subcontractors and suppliers must be registered in Federal Business Opportunities Website (FedBizOpps) https://www.fbo.gov before they will be allowed to download solicitation information. Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this contract. Solicitation documents, plans and specifications will only be available via FedBizOpps. Registration for plans and specifications should be made via FedBizOpps Internet Homepage. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. ANTICIPATED SOLICITATION RELEASE DATE AND AWARD DATE: The Government anticipates releasing the solicitation on or about 15 January 2013 and awarding the contract on or about 15 May 2013. Actual dates and times will be identified in the solicitation. Responses to this synopsis are not required. Additional details can be found in the solicitation when it is posted. CANCELLATION: The Government reserves the right to cancel this solicitation at any time if determined in its best interest to do so with no obligation to the Offeror.
