- The purpose of this Request for Information (RFI) is to conduct market research for use in formulating an acquisition strategy for organic unit and enterprise spanning Information Operations (IO) support to the Marine Corps Information Operations Center, Quantico, VA. The Regional Contracting Office-National Capital Region (RCO-NCR) is requesting responses from qualified business concerns. The qualifying code for this effort is NAICS 541611. The Marine Corps Information Operations Center has a requirement to procure services for Information Operations support to USMC Operational Forces as well as support to Information Operations (IO) advocates and proponents within the Combant Commanders Area of Responsibilities (AOR). The MCIOC is a mission enhancing IO combat support organization that provides global IO outreach through deployed Information Operations teams and Military Information Support Operations teams that leverage a centralized IO reach back capability in order to provide operating forces with focused IO planning and the ability to integrate full spectrum IO into all Marine Air Ground Task Force (MAGTF) and component command operations. The MCIOC provides reach back capability and facilitates coordination of other IO resources organic to the Marine Corps and leverages Joint, DoD, other government agencies, Non-Governmental Organizations (NGOs), and Combined Commands. These Information Operations services support a wide range of IO development and integration, operations, program management, technical and administrative support. This RFI assesses industry service capabilities and solicits feedback for acquisition planning purposes. The MCIOC requires contractor support with the capability to support the following; (1) Work closely with the Intelligence Community and military leaders, while incorporating opinions in academia to produce current and longer-term intelligence deliverables. Maintaining cultural awareness in support of ongoing operations and contingency planning by leveraging their extensive inter-agency background and experiences along with a detailed knowledge of emerging initiatives in the field of cultural, religious and ethnic awareness. (2) Capability to coordinate the general day-to-day facility requirements and the coordination of overall facilities support to MCIOC; (3) Capability to assist in the development and maintenance of the MCIOC budget to include coordination of activities for formulation, monitoring and presentation of budgets for controlling funds to implement program objectives and Program Objective Memorandum planning; (4) Information Operations/Military Information Support Operations (MISO) Planning: IO subject matter expertise to assist with in conducting IO related support to deployed MAGTFs and to other COMCOMS, responsive IO analysis planning and targeting support to designated commands during training and exercises. (5) Capability to assist in the MCIOC's MOS producing training by supporting the Marine Corps Task List (MCTL)/Mission Essential Task List (METL) as they pertain to IO. To include the coordination and development of reoccurring weekly IO and MISO Training to prepare Marines for deployment; synchronize IO training with required Pre-deployment Training Packages, to include supported MAGTFs, COCOM jurisdiction, and corresponding supported missions. (6) Capability to provide expertise in Information Operations Doctrinal for development, review and management of information operations and information-related capability doctrine to include reviewing of other publications for IO equities and staff it to appropriate stakeholders; (7) Capability to provide analyze and produce Information Operations Intelligence analysis and production support relative to the political, economic, social, cultural, physical, geographic, technical, or military issues in specific foreign countries based on a thorough understanding of the information environment and the significance of regional conditions and trends; develop and produce intelligence and draw meaningful conclusions and concise estimates based on current and past situations to support Information Operations (IO) and Military Information Support Operations (MISO) planning and execution. (8) Capability to assist in the management and execution of Occupational Field (OccFld) Manager tasks as well as in all areas of force structuring manpower and personnel for IO related MOSs, both internal to the MCIOC as well as in support of the USMC enterprise. (9) Capability to support the sustainment of the MCIOC communication nodes, automated systems, web page development/maintenance, and database management (SIP/NIP/JWICS). (10) Ability to process, record, control all administrative action items, correspondence and memoranda. (11) Capability to provide Red Team support for MCIOC's IO/ Military Information Operations Support (MISO) planners and supported planners with task/concept analysis of selected initiatives. (12) Combat Development capability to research, test and evaluate technologies to support MCIOC missions and tasks. This includes performing research and development of materiel and non-materiel solutions, identifying enhancements to available tools and platforms, and make recommendations for new or revised technical efforts to meet MAGTF requirements; Capability to provide expertise in Expeditionary Force Development System (EFDS) and Joint Capability Integration and Development System ((JCIDS) development. Responses to this RFI shall not exceed 15 pages, including cover letter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated above; (2) Labor categories and rates used by respondents for similar services; (3) Link to the respondent's General Services, or attached file of same, if applicable; (4) Three citations of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and, (5) other material relevant to establishing core competencies of the firm.
