- Financial System Administrator Support REQUEST FOR INFORMATION The Air Combat Command Acquisition and Management Integration Center, (ACC AMIC) Langley AFB, VA is in the process of determining the acquisition strategy for a potential requirement of Financial System Administrator (FSA) support services for the ACC Host Base Comptroller Squadrons. This Request for Information (RFI) is issued for informational and planning purposes only. This is not a Request for a Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. AMIC is currently conducting market research to better define the requirement. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside of the government. As part of the Government's continuous information exchange with industry while formulating the acquisition strategy for the FSA support services requirement, we request your assistance in determining if this acquisition should be a total set-aside as authorized in Federal Acquisition Regulation (FAR) Part 19, Small Business Programs, or set aside under another provision of FAR Part 19. In order for the Air Force to make this determination, we are requesting information to gain knowledge about the capability of potential offerors to meet contract requirements. This information will allow us to determine whether small business concerns can satisfy the Government's requirement to obtain quality services at a reasonable price. Your response will assist greatly in the formulation of an acquisition strategy that maximizes the participation of small business, small or other disadvantaged business, and women-owned small business concerns. For the purposes of the RFI, the anticipated North American Industry Classification System (NAICS) is 541990, All other professional, scientific, and technical services. The U.S. Small Business Administration established the small business concern size standard for NAICS 541990 as $14 million in average annual receipts, which usually is the average of the concern's receipts for the last three completed fiscal years. This information will only be used for market research purposes and will not be used for proposal evaluation. If your firm has expertise in this area and can provide guidance/suggestions regarding the best course of action for procuring this requirement and is capable of providing the requirements described in this RFI, please provide a Capability Statement (please limit to no more than 5 pages total). The Capability Statement should include general information and technical background describing your firm's experience in contracts requiring similar efforts to meet the program objectives as well as addressing: 1. NAICS Code(s) 2. Business Size 3. Are you a Small Business? 4. Please indicate if any one or more apply to your business: a. 8(a) b. HUBZone c. Small disadvantaged d. Veteran-owned e. Service-disabled veteran-owned f. Minority-owned g.
