Description
The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications from U.S. citizens interested in providing PSC services. The Health Program Advisor is a staff member of USAID/Burma's Office of Health; the duty station is at U.S. Embassy, Rangoon, Burma. S/he serves as one of the Health Sector Subject Matter Experts for technical oversight, program planning, and monitoring and evaluation. All of these responsibilities require knowledge and understanding of Agency guidance and directives, development principles and approaches, host country requirements and host government priorities. As a resident USAID position in Burma, the incumbent will represent USAID and U.S. policy with MOH partners, the US CDC, GFATM, the World Bank, Asian Development Bank, JICA, AusAID, UNFPA, UNICEF, WHO, FAO, UNAIDS; represent USAID at Global Fund country coordination discussions and Three Millennium Development Goals (3 MDG) Fund meetings; and navigate and problem solve sensitive issues with diplomacy and tact. S/he should possess high quality situational assessment and interpretation skills, timely decision making ability, extensive judgment in planning and carrying out tasks, and strong interpersonal and team-building skills. The incumbent is expected to be well-versed in USAID policy and requirements regarding all aspects of strategic planning, budget formulation, monitoring, evaluation, and policy dialogue. The position requires a good working knowledge of USAID project management procedures and systems, experience with national, regional and township level health sector development and donor coordination.
