Description
THIS IS A PRE-SOLICITATION ANNOUNCEMENT for the renovation of the Dialysis Suite in Building 100, second floor at the VA Palo Alto Health Care System (VAPAHCS). The Department of Veterans Affairs (VA), Veterans Integrated Service Network 21 (VISN 21), Network Contracting Office 21 (NCO 21) will be issuing a solicitation for Project Number: 640-12-114P; Project Title: Renovate Dialysis Suite, located at VA Palo Alto Health Care System, 3801 Miranda Avenue, Palo Alto California 94304. Scope of Work includes but is not limited to the renovation of approximately 5,900 square feet of clinical space and expanding the number of dialysis stations from 9 to 12. Major tenets of the project will include architectural, mechanical, plumbing, electrical, telecommunication and fire protection. In order to meet VAPAHCS needs the contractor shall provide all labor, materials, tools, equipment, expertise, administration, supervision and transportation as necessary to perform all work. This includes preparation of the site for renovation operations, including demolition and removal of existing infrastructure as required and to complete the work for the project as specified by drawings and specifications. Interested parties are encouraged to register to receive notification of actions including posting of the solicitation and any amendments. However, offerors are advised to check www.fbo.gov frequently as they are responsible for obtaining amendments. This project shall be constructed in two phases as required by the construction documents, and completed within 360 calendar days from the notice to proceed. The North American Industry Classification System (NAICS) code for this procurement will be 236220 (Commercial & Institutional Building Construction). The Small Business Size Standard for this NAICS code is $33.5M. Project magnitude is between $2,000,000 - $5,000,000. The Government intends to ISSUE THIS SOLICITATION AS A 100% TOTAL SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE IN ACCORDANCE WITH PUBLIC LAW 109-461, the Veterans Benefits, Health Care, and Information Technology Act of 2006. This law provides VA with unique authority to conduct set-aside and sole source procurements with Small Businesses owned and operated by Veterans. Offerors must be listed in the VetBiz.gov Vendor Information Pages at www.vetbiz.gov, and the System Award Management (SAM) www.sam.gov formerly known as "Central Contractor Registration (CCR)" and "Online Representations and Certification Application (ORCA)". Please ensure that all certifications and representations are updated in SAM. This acquisition is solicited pursuant to Public Law 109-461, 38 USC section 8127, as a Service-Disabled Veteran-Owned Small Business Set-Aside. Additionally, this acquisition will be conducted in accordance with FAR 15.101-2, Lowest Price Technically Acceptable Source Selection Process (LPTA). All offeror's shall be registered with www.vetbiz.gov and www.sam.gov prior to receiving a Government contract award. The Government intends to award a firm fixed price contract in accordance with all terms, conditions, provisions, specifications, drawings and schedules of the solicitation. Detailed information for access to drawings and specifications for this project will be made available in the solicitation. Qualified contractors are encouraged to attend a pre-proposal conference / site visit. The exact date and further details shall be provided in the solicitation. The solicitation is expected to be released on or about 04 February 2013. Unless additional notice is given or this notice is modified, the solicitation will be posted to the Government-wide Point of Entry (www.fbo.gov). This is a pre-solicitation notice synopsizing an upcoming competitive construction project to satisfy the requirements of FAR 5.201, 5.203 and 36.213-2. Further details will be provided in the solicitation. No requests for a copy of the solicitation will be accepted.
