ALL ESTIMATED TIMES HAVE BEEN CORRECTED TO REFLECT THE IFB.**** ***PLEASE READ THE ATTACHEMENT LABELED "IFB" FOR BID OPENING AND SITE VISIT INFORMATION*** BID OPENING INFORMATION IS LOCATED ON THE FIRST PAGE OF THE SF 1442 SITE VISIT INFORMATION IS LOCATED ON PAGE 48 OF 49 TITLE: Design-Build, Multiple Fitness Center Projects, Project Numbers: MPLS 13-0099, MPLS 12-0097, MPLS 13-0010, KELL 12-0089 PROJECT SCOPE: CLIN 0001 PROJECT # MPLS 13-0099 Install HVAC at Basketball Court, Bldg 7346 BACKGROUND: Building 2901 was constructed around 1968 and has a gross area of approximately 28,000 square feet. This facility is known as the Chaparral Fitness Center consisting of approximately 20,000 square feet of recreational area, approximately 500 square feet of admin area, and approximately 7,000 square feet of hallways, restrooms, and other miscellaneous spaces. The overall scope of work is to demo the existing out-of order heater and install a properly sized Heating, Ventilation, and Air Conditioning (HVAC) system for the Chaparral Fitness Center basketball court. Remove the existing outdoor air intakes at the side of the building to be in compliance with current Anti-Terrorism and Force Protection (AT/FP) standards, and demo the existing exhaust fans at the roof and patch the roof void to match existing finish and maximize energy efficiency. The contractor shall be responsible for developing design analysis, plans, and specifications to accomplish the provisions of this SOW. CLIN 0002 PROJECT # MPLS 12-0097 Renovate Parent-Child Workout Area, Bldg 2418 BACKGROUND: Building 2418 is currently used as a fitness center. The parent-child workout area is an addition to the original structure. The interior finishes have deteriorated and the mechanical system needs to be upgraded. DESIGN: The design shall consist of plans, specifications, design analysis and cost estimate. Design efforts required for this project are 35%, 65% and 95% submittal packages. The overall scope of work is to provide impact flooring, carpet tile with pad, rubber base at all walls, paint walls, exterior double doors and interior doors, parition with gate, suspended acoustical ceiling system, electircal receptacles and switches, electrically illuminated exit signs, ductless split HVAC system, fluorescent light fixtures, replacement windows, built in oak veneer hardwood core storage units, reinstallation of surveillance and security systems. CLIN 0003 PROJECT # MPLS 13-0010 Expand Gateway Aerobics Area, Bldg 10330 BACKGROUND: Existing facility is undersized and does not include a separate cardio or aerobics area. The facility is unable to support the area population, resulting in congested areas during peak hours. Long wait times for use of space and equipment negatively impacts the area population. Without additional space, morale and quality of life will decline. DESIGN: The design is to consist of plans, specifications, design analysis and cost estimate. Design efforts required for this project are 35%, 65% and 95% submittal packages. The overall scope of work is to design and construct a new addition up to 2000 SF to be configured for the use of a cardio exercise room and a multipurpose aerobics/ instruction classroom. Cardio exercise room shall house all cardio equipment including, but not limited to, treadmills, ellipticals, incumbent bikes, etc. Space for an aerobics room shall also be configured to operate as a classroom when necessary. CLIN 0004 PROJECT # KELL 12-0089 Renovate Entryway, Bldg 2086 BACKGROUND: Existing entryway is outdated and is not conductive to base personnel utilizing the fitness center. Finishes and infrastructure are aged and deteriorated. Entryway does not serve base population for meeting higher fitness standards. DESIGN: The design shall consist of plans, specifications, design analysis and cost estimate. Design efforts required for this project is a 95% submittal packages. The overall scope of work is to provide a complete design for the reconfiguration of the entryway and control counter.The design and construction for the renovation and reconfiguration of the entryway shall include the demolition of the existing entryway and reconfiguration to provide improved access. Work shall include reconfiguring control counter to open into entryway by removing the overhead separation wall and reconfiguring the ductwork currently inside the separation wall. Work shall include installing new non-slip tile, new paint, new lighting, necessary electrical upgrades, and necessary communications upgrades. Contractor shall verify materials, colors, and finishes with base project manager and base interior designer. All work shall be accomplished in accordance with the latest edition of applicable codes, standards, regulations and other requirements. In the case where two or more standards are applicable, the contractor is to ensure compliance with the more stringent of the standards. All construction work shall be in strict conformance with design drawings and specifications and shall include the furnishing of all materials, labor, plant, tools, equipment, and services necessary to accomplish the provisions of this SOW. Period of Performance and Magnitude: The magnitude for this requirement is between $1,000,000.00 and $5,000,000.00. The period of performance is 105 calendar days for design efforts and 345 Calendar days for construction SET ASIDE: HUB Zone NAICS Code: North American Industry Classification System (NAICS) code 236220 Commercial and Institutional Building Construction with a small business size standard of $35.500,000.00 BID BOND: In accordance with FAR 52.228-1 Bid Guarantee an original bid bond must be submitted with your bid package to be responsive. The amount of the bid guarantee shall be 20% of the bid price or $3,000,000.00, whichever is less. It is anticipated that the following viewers will be needed to view the solicitation: Microsoft Word (.doc), Adobe Acrobat Reader (.pdf), WinZip (.zip or.exe.), and / or AutoCAD. Note: Any prospective contractor must be registered in the Central Contractor Registration (CCR) database in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun and Bradstreet. Registration may take up to three weeks to process.
