PRE-SOLICITATION NOTICE FOR THE REPAIR OF STONE FAÇADES ON SEVERAL COLUMBARIA AT FORT SAM HOUSTON NATIONAL CEMETERY (PROJECT NO. 846-13-101) The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA786A-13-R-0014 for the following: Contractor shall provide labor, supervision, equipment, tools, material and design-build services necessary for the design and construction of repairs to the columbaria stone façade at Fort Sam Houston National Cemetery, San Antonio, TX. MAGNITUDE OF CONSTRUCTION: $25,000.00 and $100,000.00. CONTRACT DURATION: Performance period is approximately 30 calendar days from date of receipt of Notice to Proceed. NAICS CODE: 237990 SIZE STANDARD: $33.5 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER 100% COMPETITVE SET ASIDE FOR SERVICE- DISABLED VETERAN-OWNED SMALL BUSINESSES (SDVOSB). Contractors must register at GSA's System for Award Management (SAM) to be eligible for award. ORCA must reflect a small business size certification for the NAICS code noted herein. All registrations must be up-to-date and correct. SDVOSB contractors must be verified in VETBIZ (www.vip.vettbiz.gov) prior to date for receipt of proposal and award of any contract CONTRACTORS NOTE: At least 25 percent of the total labor costs for this contract must be spent on the concern's employees or the employees of other service-disabled veteran-owned small business concerns. The number of employees must be reflected correctly in SAM and Dun and Bradstreet reports. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request for Proposal (RFP) details may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released for issue on or about January 23, 2013. SOLICITATION AMENDMENTS: Amendments to the solicitation will be uploaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. BIDDER'S MAILING LIST: Interested parties should register for the Bidder's Mailing List at http://www.fedbizopps.gov "Interested Vendor List".
