- A. Purpose The Air Force District of Washington (AFDW) is requesting information to determine sources sought with demonstrated experience and ability to provide an online tip and intelligence management software for an Government investigative office. B. Objective The contractor shall provide a follow-on online tip and intelligence management solution software for a Government investigative agency. This solution will allow continued use of similar software for receiving information and tips regarding criminal activity, terrorism, and spying from individuals who prefer not to be identified pubicly as providing information or initiating investigative activity. C. Tip and Intelligence Management Software requirements: • Web hosted online tip and management software to allow agency to manage database that includes tips, statistics, and upload images and video files. • Provide Internet site and website integratable link to allow the public to anonymously submit tips and information such images and video to agency. • Telephone Hotline to receive information and tips information and data entry software template to load captured information in to provided database. • Allow users to submit tips via SMS text, Web and mobile applications to include Android and Apple based iOS operating mobile systems. • Encrypted and anonymous tip submission to ensure all identifying information is removed from tips prior to submission to agency. • Tip Database to allow agency to share, manage and report on tip statistics. • Tip and Information notifications to allow sources to e-mail and SMS Text to agents regarding crimes and a variety of emergency situations. • Ability to post notifications to social networking sites and online. • Ability for agents to communicate directly with via two way encrypted SMS Text or E-mail conversations with anonymous tipsters. • Provide crime reporting information that seamlessly integrates with the crime map used by the Government investigative agency. • Provides tools that aid in both management and intelligence analysis of Tips and investigations. • Provide live support to agency 24 hours and 7 days a week. D. Requirements: RFI responses must include: 1. Name of the primary point of contact 2. Business title 3. Email address 4. A brief summary description of relevant experience and ability to provide Online Tip and Intelligence Management Solution that meets the aforementioned objectives. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO THIS RFI. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for the subject sources sought. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
