- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER A SET-ASIDE TO SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES. Provide all labor, equipment, and materials to repair or replace water mains (distribution lines) in the area around USSTRATCOM HQ (Curtis LeMay Building, B500) bordered by Looking Glass Avenue to the north, Butler Boulevard to the south, Comsat Drive to the east and SAC Boulevard to the west. The Government intends to issue a firm fixed price construction contract with a period of performance (POP) of 180 days. Notice to Bidders: Funds are not presently available. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the closing date. Project magnitude is between $1,000,000.00 and $5,000,000.00. This announcement constitutes only the pre-solicitation notice; bids will be requested and a solicitation will be issued on or around 22 January 2013. Solicitation number FA4600-13-B-0001 will be issued as an INVITATION FOR BID (IFB). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-62. All applicable provisions and clauses are included in the actual solicitation. The North American Industry Classification System (NAICS) code is 237110, and the small business size standard is $33,500,000.00. This solicitation is 100% set-aside to Service Disabled Veteran Owned Small Business Concerns. Please reference solicitation number FA4600-13-B-0001 on all correspondence. All contractors shall be registered with On-line Representations and Certifications (ORCA) at http://orca.bpn.gov. All contractors are reminded, in accordance with 52.204-99, System for Award Management Registration (Deviation), NO PARTIAL BIDS WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE.
