Performance-Based Work Statement for F-16 De-Fastener F-16 DE-FASTENER SERVICES Sources Sought Synopsis This is a sources sought synopsis requesting information only and does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP). It should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract in connection with this announcement. The Ogden Air Logistics Complex Contracting Directorate is conducting market research to determine both the best acquisition strategy for this procurement and the existence of responsible business sources to perform testing and evaluation, volumetric adjustments, maintenance, engineering services, and training on the PAR AR-125 DE-FASTENER De-fastener in support of the 309th at Hill AFB, UT 84056. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. All information submitted in response to this announcement is voluntary and no information will be returned. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information obtained will be considered market research and may be used as a general concept; however, any specific information will be treated as proprietary information and safeguarded, if marked appropriately. The government is considering a multi-year contract with a basic year and up to two (2) option years. PAR System Engineering Inc. is the OEM of the PAR AR-125 DE-FASTENER De-fastener equipment and is believed to have proprietary rights. The successful contractor shall provide testing/evaluation, volumetric adjustments, maintenance, engineering services and training for the PAR AR-125 DE-FASTENER. The contractor shall perform routine maintenance including unscheduled maintenance and repairs to ensure quality and to maintain any active parts or equipment. Service shall also include modifying existing programs and expanding the current software to be able to add new workloads and modify existing workload. The Contractor shall develop new operating programming for government identified assemblies, evaluate, and develop modifications or new designs for tools and fixtures. Technical support includes technical assistance by telephone and email. The contractor shall provide technical and operational training to government operators, programmers and maintenance personnel. Training will also include operator training independent of maintenance or repair functions as well as On-the-Job-Training (OJT). The contractor shall be required to travel as directed by Government to this requirement. Please review attached DRAFT performance work statement for full requirement details.
