Description

PRE-SOLICITATION NOTICE FOR THE DESIGN/BUILD FOR INSTALLATION IRRIGATION IRON FILTRATION SYSTEM (PROJECT NO. 870CM3020) The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA786A-13-R-0008 for the following: Contractor shall provide labor, equipment, material and supervision necessary to provide a complete design package and resultant necessary technical expertise, labor, equipment and material for to install an Irrigation Iron Filtration System. MAGNITUDE OF CONSTRUCTION: $100,000.00 and $250,000.00. A 20% Bid Bond must be submitted with your proposal if it exceeds $100,000.00. CONTRACT DURATION: Performance period is approximately 150 calendar days from date of receipt of Notice to Proceed. NAICS CODE: 237990 SIZE STANDARD: $33.0 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER 100% COMPETITVE SET ASIDE FOR SMALL BUSINESSES (SB). Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to a responsible SB responding to this solicitation. Contractors must register at GSA's System for Award Management (SAM) to be eligible for award. ORCA must reflect a small business size certification for the NAICS code noted herein. All registrations must be up-to-date and correct. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request for Proposal (RFP) details may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released for issue on or about January 22, 2013. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed. The Department of Veterans Affairs National Cemetery Administration Construction Support Division has a requirement to Design/Construct for Installation Irrigation Iron Filtration System, Project Control No.: 843CM3020, at the Florence National Cemetery, 803 E. National Cemetery Road, Florence, 29501. Contractor shall provide labor, equipment, material and supervision necessary to provide a complete design package and resultant necessary technical expertise, labor, equipment and material for the Installation Irrigation Iron Filtration System. The estimated magnitude of the cost range is between $100,000 and $250,000. A 20% Bid Bond must be submitted with your proposal if it exceeds $100,000. THIS PROCUREMENT IS 100% SET ASIDE TO SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). CONTRACTORS. NOTE: At least 25 percent of the total labor costs for this contract must be spent on the concern's employees or the employees of other service-disabled veteran-owned small business concerns. The number of employees must be reflected correctly in Contractor Central Registration (CCR) and Dun and Bradstreet reports. SDVOSB contractors must be verified in VETBIZ (www.vip.vettbiz.gov) prior to date for receipt of proposal and award of any contract. Contractors must register at www.ccr.gov; https://orca.bpn.gov; and https://vets100.vets.dol.gov to be eligible for award. ORCA must reflect a small business size certification for the NAICS code noted herein. All registrations must be up-to-date and correct. The North American Industrial Classification Standard (NAICS) code is 237990 with the small business size standard of $33.5 million. Solicitation VA-786A-12-R-0097 is to be posted on FEDBIZOPPS website (www.fedbizopps.gov) o/a August 14, 2012, with bids due o/a September 14, 2012. Paper solicitation will not be issued. Contractors must obtain solicitation and amendments (if issued) from this website. Bidders are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation prior to time for bid opening or with their sealed proposal.
