- AMENDMENT #2 - Response Date Extension. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This sources sought notice is issued in an effort to conduct market research for information and planning purposes only. The Government is soliciting information to determine the availability of firms capable of performing the services stated below. D LA Disposition Services has the responsibility of reutilizing and disposing of surplus US Department of Defense (DoD) property received from DoD activities under DoD guidance and under the strictures of United States Forces - Afghanistan (USFOR-A) and other appropriate theater guidance. This support requires a contractor workforce with certain skills for excess property management to allow the facility to work in a safe, efficient and user friendly manner. Performance of non-personal services to provide all necessary labor (Contract and Alternate Contract Manager(s), Supervisors, Material Handling Equipment Operators, Torch Cutters, Laborers, and personal protective equipment to support DLA Disposition Services Offices at four sites within the United States Forces Operations Area - Afghanistan. The contractor will perform a variety of tasks relating to the control and accountability of items from receiving property through demilitarization/mutilation and associated disposal action. Material Handling Equipment Operators shall be licensed in accordance with DLA Disposition Services Host Base requirements, standards implementing applicable OSHA regulations and able to operate various equipment from 4k up to and including 50k forklifts, scrap handlers, front-end loaders, and RTCH used at a DRMO yard. The material handling equipment (MHE) will be provided by the DLA Disposition Services. Transportation and associated costs of moving the workers into the AOR, daily to the work locations and removal from the AOR will be the responsibility of the contractor. Contractor personnel will not be required to travel outside the perimeter fence of each performance location to meet mission requirements. Work is being performed on-site as a result of security concerns regarding the release of demil- and mutilation-required property from Government control prior to its destruction. The prospective contractor will be required to obtain access for all employees performing under any resultant contract for entry onto the installation where performance is to occur and utilize the Synchronized Pre-deployment Operational Tracking System (SPOT). The U.S. Government will provide on-site life support (billeting and meals) for contractor employees who are US citizens at each performance location. The prospective contractor will be responsible for providing off-site life support, as necessary, for all Third Country and Local National employees while performing at each location. No final commitment has been made to procure the stated service requirement. Therefore, this sources sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. The North American Industry Classification System (NAICS) code applicable to this requirement is 493190 with a size standard of $25.5M The following information is required for responding to this request: Identify small business type, e.g., service disabled, 8(a), hub zone. Provide a statement of capabilities to perform this type of work in Afghanistan. Statement of Capabilities should include detailed technical/experience information and/or other informational literature demonstrating the direct ability to perform the above As this is primarily a labor contract, provide information on how you would be capable of performing this work and meet the requirements of FAR 52.219-14 which requires at least 50 percent of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. Provide information on your capability to hire a workforce to perform in Afghanistan that shows your firm is knowledgeable about hiring practices and procedures for US, TCN and local national personnel to perform work on military installations in Afghanistan.
