Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA, intends to enter into a three year Cost Plus Fixed fee (CPFF), Level-of-Effort (LOE) contract using other than full and open competition with Wyle Laboratories, Inc., 7800 Highway 20 West, Huntsville, AL 35806, for requirements analysis, design, development, integration, and testing of tactical operational flight software in support of the Airborne Electronic Attack (AEA) Integrated Product Team (IPT). Electronic Warfare (EW) weapon systems to be supported under this contract include: E-2C, MH-60R, EA-6B, EA-18G, BAMS, P-8A, and Unmanned Air Systems and other advanced electronic attack derivatives and initiatives. The proposed contract will provide software development, weapon system integration, testing, training, Engineering Change Proposals (ECPs) and Configuration Management. Software development includes new requirements, changes to existing requirements and correction of deficiencies identified by the fleet operators. Software development will be required for the: ALQ-99 Universal Exciter Upgrade (UEU); ALQ-99 Low Band Transmitter (LBT); ALQ-99 Band 9/10 Transmitter; Next Generation Jammer pod; ALQ-231 Intrepid Tiger Pod; ALQ-227 Communications Countermeasures Set (CCS); EW Mission Planning Software; EA-18G Electronic Attack Unit (EAU); USQ-113 Communications Jammer; EA-6B Improved Capability Program (ICAP) III, including Foreign Military Sales (FMS). As the sole designer and developer (under previous government contracts) of the ALQ-99 UEU Software Development Laboratory (SDL), Wyle is the only firm which possesses the UEU knowledge and experience required to design, develop, integrate, and test the UEU OFP software without either substantial duplication of cost or unacceptable delay to the government. Wyle is also the only source that possesses the requisite software development knowledge and experience needed to convert (or re-host) the Jammer Management component from the legacy programming language CMS-2 to 'C' which is a critical performance requirement aspects of the AEA mission. Additionally, Wyle is the sole developer of an interface and Dynamic Link Library (DLL) to be used by the EA-18G Unique Planning Component (UPC) Mission Preview of the Joint Mission Planning System (JMPS) and is the only known source which has the experience and knowledge required to perform the USQ-113 Communication Jammer software development efforts. Award is anticipated in the October 2013 timeframe. The solicitation or Request for Proposal (RFP) will be posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about 21 May 2013. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. This notice of intent is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing engineering services for the AEA IPT may submit a written response, which shall be considered by the agency. The written response shall reference solicitation number N68936-13-R-0023 and clearly show the firms capability, background, experience and assets necessary to perform the required work mentioned above without compromising the quality, accuracy, reliability, and delivery of the products/services.
