- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6 and as supplemented with additional information included in this notice. This announcement is the only solicitation; quotes are being requested and a written solicitation will not be issued. The reference number is RQ-51-13-000148 and is issued as a request for quotation (RFQ). Offerors must be registered on Contractor Central Registration (CCR). This acquisition is firm-fixed-price and solicited on a Brand Name, original equipment manufacturer (OEM) or authorized/qualified reseller basis in accordance with FAR 6.302-1. Offers from other than OEM or authorized/qualified resellers will be deemed unresponsive and will not be evaluated. Award will be made to the lowest responsive, responsible offeror. PBGC requires the following service: Index Engines Annual Software Maintenance Support Renewal for 12 months. (1) System 1 - 100M Object License - 4 Tape Ports. (2) System 2 - 2M Object License - 1 Tape Port. Destination, FAR 52.252-2 Clauses Incorporated by Reference, 52.225-13 Restrictions on Certain foreign Purchases (Jun 2008) The following clauses, applicable to this acquisition, are local PBGC clauses and all interested offerors may request a copy from the contract specialist: PBGC-32-004 Invoice Submission Information (Jan 2012); PBGC-39-001 Electronic and Information Technology (Oct 2004); PBGC04-004 PBGC Information Security (Feb 2011). Offerors may indicate that their response to FAR 52.212-3 Offeror Representations and Certifications-Commercial Items has been loaded on http://orca.bpn.gov. Clauses by Full Text: PBGC LOCAL CLAUSE APPLIES: PBGC-39-003 AUTHORIZED SERVICE PROVIDER (JUL 2011) The offeror must be recognized by the legal owner as an authorized provider of the software/hardware identified in the schedule. The legal owner is defined as the legal entity that holds the proprietary rights to the software/hardware. The offeror must be a recognized entity that is authorized to sell, distribute, copy and/or change the content of the software/hardware. The offeror must certify its status as an authorized provider of the software/hardware identified in the schedule by providing written proof of its status in its response to the solicitation. PBGC reserves the right to verify information provided and check with the legal owner to confirm the offerors status. If the offeror is found not to be an authorized provider, the contracting officer shall notify the offeror that its proposal is excluded from the competitive range or eliminated from the competition. The notice shall state the basis for the determination and that a proposal revision will not be considered. (End of Provision) Responses shall be submitted electronically to mcfarlane.patrick@pbgc.gov no later than 9:00 am (Eastern Standard Time) July 31, 2012. Quotes must be valid for thirty (30) days after due date. Any amendment(s) issued to this RFQ will be published on this website.
