Description
The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX intends to make a single award for the provision of an Advanced Occupational Education, Cosmetology Program for the inmate population at the Federal Correctional Institution, Marianna, Florida. The North American Industry Classification System (NAICS) Code is 611511 (Size Standard: $7 million). THIS IS A NEW REQUIREMENT AND THERE IS NO PROCUREMENT HISTORY AVAILABLE. The services would be provided at the Department of Justice, Federal Bureau of Prisons, Federal Prison Camp, Marianna, FL. A Performance Based firm-fixed price indefinite delivery/requirements type contract will result from this solicitation. All other qualifications and requirements will be detailed in the solicitation. There will be approximately 15 to 20 inmate students per class. A session will equal one (1) hour. The estimated quantities for the base year and each option year are 1500 sessions per year. The successful contractor shall be accredited state college, institution, and/or University systems or other recognized accreditation association or agency, or be recognized by the Florida Department of Licensing and Regulation as being an instructional source and have proof. Bilingual oral communication skills in Spanish are preferred, along with correctional experience being desirable, but they are not required. The students shall be eligible to sit for the National Professional Certification Exam and/or State of Florida Certificate Exam and the costs will not be included in the contract rate. The Government or student will be responsible for the cost of the exams. The contract provider must be an established Florida Cosmetology school that meets the minimum educational requirements as established by Section 477.019(2) (c) 2, Florida statutes, thereby providing legitimate employment opportunities for inmates/students upon release. Contractor must provide a cost per completion breakdown for the instrumental effort proposed for the evaluation of the cost efficiency of the program. The successful contractor shall possess a Vocational Certification in Cosmetology from an accredited college, technical school or university and/or experience in instruction in a cosmetology field. The instructor must meet the teacher certification requirements for the state of Florida, have at least two years of experience in a related field, and have an extensive knowledge of teaching the areas related to the 1,200 hour program. The Government also reserves the right to contact the individual(s). All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is System for Award Management (SAM) https://www.sam.gov. The contract periods will consist of a 12-month base period and four 12-month option periods for renewal. The solicitation will be available on/about on January 9, 2013, and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed through the website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of proposals is on/about February 11, 2013; however, this is a projected estimate and offerors should refer to Page 1 of the solicitation (Block #8) for the actual date proposals are due. Faith-Based and Community-Based Organizations can submit offer/bids/quotations equally with other organizations for contracts for which they are eligible. This solicitation is a full and open competitive procurement. All responsible small business concerns are encouraged to submit a quotation which may be considered.
