Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with SPEX Forensics Division, HORIBA Instruments Incorporated, 3880 Park Avenue, Edison, NJ 08820-3012. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 750 employees. The FBI has received large numbers of samples for DNA analysis. Often, it is necessary to search for biological stains (i.e. body fluids) on submitted items to determine where best to sample the item to obtain DNA for analysis. A Mini CrimeScope 400W forensic light source 400W that can provide different wave-lengths of light is needed to illuminate biological samples for identification. SPEX Forensics is the sole provider of the Mini CrimeScope 400W Forensic Light Source System that meets all the required wavelengths: UV365, UV390, 415, 445, 455, 475, 495, CSS, 515, 535, 555, SP575, 575, 600, and white light. In addition the Mini CrimeScope provided by SPEX Forensics meets the additional technical requirements by the FBI: Metal Halide Lamp, 400W, AC electrical power, Electrical specifications of 110-220 Volt ± 10%, 50/60 Hz, 7 AMP, Remote interchangeable thumbwheels with built-in collimator, Portable Unit, 10 mm active Liquid Light Guide (6 feet long), and manufactured under ISO 9001 standards. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement for the Mini CrimeScope 400W Forensic Light Source System can only be provided by SPEX Forensics, HORIBA Instruments Incorporated, as no other vendor is capable of providing the required System that meets all the technical requirements to support the mission of the FBI. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 08:00 am, EST, by Jan 10, 2013, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The awardee shall be registered in the Central Contractor's Database (CCR) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov.
