Description
ARCHITECT-ENGINEER (A/E) DESIGN SERVICES: VA, Baltimore VA Medical Center, Baltimore, Maryland is seeking licensed, qualified A/E Firm to furnish professional services for the design of Project 512-12-112, Replace Overhead Paging System at Baltimore VAMC. The purpose of this Project is to survey and examine the existing Paging System and provide a recommendation for its complete replacement. The scope of the project shall include, but not limited to, survey proposed site, assess existing conditions of the entire VA communication infrastructure, and recommend a reliable state of the art system that meets VA's needs and current hospital standards with the view to increase hospital efficiency. Selected firm will provide A/E services necessary to develop complete drawings, specifications, cost estimates, project phasing site visits, and construction period administration. The A/E recommendation for the Paging System shall include: the possibility of a networked based system in consultation with VA IT and Facilities Maintenance Department; multiple zones system capable of paging areas only desired in order to provide a less disruptive working environment; ability to sample background (ambient) noise and adjust the paging volume accordingly to reduce audio annoyance to building occupants and lessen the likelihood of system tampering; ability to integrate with existing Fire Alarm System and other different communication systems in the Medical Center, including the telephone, nurse call, etc.; ability to expand or upgrade to meet future needs and standards. All drawings and documents shall meet all applicable Federal, State, and local governing codes. Drawings shall be stamped by disciplines by registered architects and engineers. THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED, VETERAN- OWNED SMALL BUSINESS FIRMS, and the award of a firm-fixed-price contract is anticipated. The NAICS Code for this acquisition is 541310, and the applicable Small Business Size Standard is not more than $7M average annual gross revenues for the past three fiscal years. The selection of the A/E firms shall be in accordance with the Brooks Act and FAR Part 36.6. The following evaluation criteria in accordance with FAR 36.602-1 will be used during the A/E selection process: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; and (5) Location in the general geographical area of the project and knowledge of local conditions and codes. Firms will be evaluated by the A/E Evaluation Board, scored, and ranked according to score. The three most qualified firms will be invited to interview with the selection board, and will again be scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. Due to the need of multiple site visits and coordination on design reviews, consideration is limited to A/E firms with a working office located within a 100 miles radius of the Baltimore VA Medical Center, Baltimore, Maryland 21201.
