Description
ARCHITECT-ENGINEER (A/E) DESIGN SERVICES: This A/E Services contract is being procured in accordance with the Brooks Act (Public Law [PL] - 582) and implemented by in the Federal Acquisition Regulation (FAR) Subpart 36. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. VA Maryland Healthcare System is seeking qualified A/E firms to furnish professional services to improve ground water drainage issues at Loch Raven Community Living Center (CLC), 3900 Loch Raven Blvd., Baltimore, MD 21218. The project designs will include provisions for adequate drainage and prevention of surface water and groundwater intrusion into areas of new construction. This may be accomplished through the use of swales, catch basins, ground pads and storm drain inlets to provide surface water drainage. The use of under drains, subsurface drains, or "French drains" will be needed for intercepting groundwater flow and to providing ground water drainage utilizing gravity flow. Wall and foundation drainage systems should be provided using gravity flow to a suitable outlet location. Where gravity drainage is not possible the use of pumping systems may be considered. All site grading and landscaping, pavement and parking areas should be regarded, repaired and repaved to slope away from structures to prevent ponding of water around buildings. Standing Water Lower the top of the existing inlet to allow for positive drainage. This will require additional grading and design of a courtyard and lowering the area around the inlet. The minimum recommended slope for all areas draining to the inlets is 2%. Add an additional inlet or inlets. This will require additional grading as described above. Add an additional shallow inlet and redirect water away from the buildings to create positive drainage to the inlets. Storm Drain Systems Replacing the top of the inlet near the closed off entrance to the Alameda. The sidewalk adjacent to the inlet along the main entrance to Loch Raven Boulevard should be repaired/replaced to enhance the aesthetics of the entrance and relieve the tripping hazard. A/E consist of, but not limited to: The scope of design shall be as follows: oSurveying the existing conditions and spatial requirements of the related issues. oMeeting regularly with key VA personnel-including Outpatient Clinic supervisors, Engineering, Facilities, VA Interior Design, Coordinator, & VA Space Planner-to review and discuss design features and progress oProviding schematic design submissions for VA review, including Phasing plan and feasibility study oProviding design development documents based on VA review oProviding construction bid documents at 50%, 95%, and 100% progress for all proposed work oProviding construction administration services during and after the bidding oAll proposed improvements and phasing plan to comply with ILSM and ICRA measures within HealthCare environment as necessary. This project consists of preparing complete construction and demolition and phasing drawings with specifications for bid purposes. The drawings shall meet all applicable federal, state, and local governing codes. Drawing shall be stamped and Certified by a Maryland registered architects and engineers. THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE DISABLED VETERANS OWNED SMALL BUSINESS FIRMS. Before a SDVOSB is proposed as a potential contractor, they must be verified by VETBIZ and registered in System for Award Management (SAM) (www.sam.gov). Failure of a proposed SDVOSB to be verified by the CVE at the time the SF330 is submitted will result in their elimination as a proposed contractor. The proposed services will be obtained by a Negotiated Firm-Fixed Price Contract. The NAICS Code for this acquisition is 541330 and the applicable Small Business Size Standard is not more than $14.0 Million average annual gross revenues for the past three fiscal years. The construction cost range for this project is between $250,000 and $500,000. The following evaluation criteria in accordance with FAR 36.6 will be used during the A/E selection process: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of local conditions and codes. Firms will be evaluated by the A/E Evaluation Board, scored, and ranked according to score. The three most qualified firms will be invited to interview with the selection board, and will again be scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. Due to the need of multiple site visits and coordination on design reviews, consideration is limited to A/E firms with a working office located within a 100 mile radius of the VA Medical Center, 10 N. Greene Street, Maryland 21201. This distance is determined according to www.randmcally.com. Interested firms that meet the requirements listed in this announcement are invited to submit one (1) copy and one CD-ROM of SF 330 Part I and Part II to the Contracting Officer, Attn: Sandra Anderson, VA Medical Center, Building 101B, Room 9, Laundry Drive, Perry Point, MD 21902, and reference the announcement number and project title listed NLT 2:30 PM (EDT), February 8, 2013.
