- ARCHITECT-ENGINEER (A/E) DESIGN SERVICES: VA, Loch Raven Community Living Center, Baltimore, Maryland is seeking licensed, qualified A/E Firm to furnish professional services for the design of Project 512-12-210, Improvement to HVAC at Loch Raven Outpatient Clinic. The project will require a thorough professional architectural and engineering survey and study of the as built conditions through construction and repairs to install and replace existing ductwork, installation of variable air volume (VAV) boxes and necessary equipment throughout the health care center to provide for proper air movement at comfortable temperatures, and possibility of new air handling unit as needed, installation of new temperature controls, and replacement of the existing ceiling and grid system all within a phasing plan while the clinic would be in operation. Selected firm will provide A/E services necessary to develop complete drawings, specifications, costs estimates, project phasing site visits, and construction period administration. The scope of this Project shall consist of, but not limited to: surveying the existing conditions and spatial requirements of the Outpatient Clinic; meeting regularly with key VA personnel to review and discuss design features and progress; provide two schematic design submissions for VA review, including Phasing plan and feasibility study; provide design development documents based on VA review; provide construction bid documents at 30%, 60%, 90%, and 100% progress for all proposed work; provide construction administration services during and after the bidding; provide bid documents for potential construction project, including design drawings, cost estimates, specifications, and scope of work. All proposed improvements and phasing plan to comply with ILSM and ICRA measures within HealthCare environment. Patient-Centered Care design concepts shall be considered for all renovations. All drawings and documents shall meet all applicable Federal, State, and local governing codes. Drawings shall be stamped by disciplines by registered architects and engineers. THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED, VETERAN- OWNED SMALL BUSINESS FIRMS, and the award of a firm-fixed-price contract is anticipated. The NAICS Code for this acquisition is 541310, and the applicable Small Business Size Standard is not more than $7M average annual gross revenues for the past three fiscal years. The selection of the A/E firms shall be in accordance with the Brooks Act and FAR Part 36.6. The following evaluation criteria in accordance with FAR 36.602-1 will be used during the A/E selection process: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; and (5) Location in the general geographical area of the project and knowledge of local conditions and codes. Firms will be evaluated by the A/E Evaluation Board, scored, and ranked according to score. The three most qualified firms will be invited to interview with the selection board, and will again be scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. Due to the need of multiple site visits and coordination on design reviews, consideration is limited to A/E firms with a working office located within a 100 miles radius of the VA Loch Raven Community Living Center, Baltimore, Maryland 21218.
