- This pre-solicitation synopsis is not a request for competitive proposals. The Center for Health Care Contracting (CHCC) intends to procure the necessary healthcare housekeeping and related services in support of Munson Army Health Center (MAHC) and the collective medical treatment facilities (MTFs) in the health service area of MAHC, Fort Leavenworth, KS. The CHCC anticipates the solicitation/request for proposal (RFP) will be available approximately 30 days from the date of this notice and the closing date is anticipated as 30 - 45 days from the release of the solicitation. A pre-proposal conference and site visit are anticipated approximately ten (10) days after solicitation release. This is a follow-on requirement to provide healthcare housekeeping services in all direct-and non-direct patient care and healthcare-related settings in support of MTFs located on Fort Leavenworth, KS to include MAHC and the collective MTFs in the health service area of MAHC. This requirement will be solicited as a competitive, 8(a) small business set-aside. The current estimated total square feet (SF) of MTF areas is 124,288 SF. This is anticipated as an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) Contract Line Items (CLINs). The base contract period of performance will be 60 months: five (5) 12-month ordering periods. Individual task orders will clearly describe MTF-specific healthcare housekeeping requirements and services to be performed. Services include hospital housekeeping services; collection and distribution of linen and collection of regulated medical waste (RMW); and, exterior building services (e.g., windows, doors, and walkways. All services shall be firm-fixed price and subject to the Service Contract Act (41 U.S.C. 351). This solicitation will be available in electronic format only. The official access point to the solicitation is via the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi. The solicitation is anticipated to be released on or about 8 February 2013. The North American Industry Classification System (NAICS) Code for this solicitation is 561720. This solicitation will be awarded using Lowest Price Technically Acceptable evaluation criteria. A pre-proposal conference and site visit is tentatively scheduled for 26 & 27 February 2013. Prospective offerors are advised that the pre-proposal conference will be held solely for the purpose of discussing the requirements of this solicitation. The pre-proposal conference will convene at 9:00 am on Tuesday, 26 February 2013 at a location TBD. The pre-proposal conference duration is anticipated from 9:00 am to 2:00 pm, 26 February 2013, and will consist of briefings from the Contracting Officer and MAHC Contracting Officer Representative followed by the site visit. The site visit duration is anticipated from 2:00 pm to 4:00 pm, 26 February 2013, and if necessary, 8:00 am - 12:00 pm, 27 February 2013. Provide the following information for representatives attending the preproposal conference: Name, company name, email address, phone number, business size standard, and event (site-visit, pre-proposal conference, or both). Interested parties must register with Ms.Viola Muniz by e-mail at viola.muniz@amedd.army.mil not later than 4:00 pm Central Standard Time, 22 February 2013. Prospective offerors are encouraged to attend both the pre-proposal conference and the site visit. The site visit involves extensive walking through multiple buildings, and participants are advised to wear appropriate clothing and closed-toe shoes to be safe and comfortable. Please indicate any special needs to Ms. Viola Muniz when requesting registration to ensure proper accommodations may be arranged. The solicitation is anticipated for release prior to the pre-proposal conference and site visit; as such, it is recommended to download the solicitation prior to attending the pre-proposal conference. Upon release of the solicitation, please submit questions in writing not later than 22 February 2013 to Ms. Viola Muniz @ viola.muniz@amedd.army.mil. Further information concerning location of pre-proposal conference and specific information for registered participants will be posted not later than 10 February 2013.
