- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions, Station Support/Simplified Acquisition Branch, on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order on a noncompetitive basis to Thomson Reuters Scientific Inc., 1500 Spring Garden Street, # 4, Philadelphia, PA, 19130-4067, for a four-user annual software license agreement for the Thomson Reuters Integrity Database. The period of performance is twelve months. The National Center for Advancing Translational Sciences (NCATS) has a requirement for a four-user annual software license agreement for the Thomson Reuters Integrity Database manufactured by Thomson Reuters Scientific Inc. NCATS scientists continue to require this four-user software license agreement so that they may have access to data concerning drugs and investigational drugs worldwide, collect data on the mechanisms by which those drugs work, acquire disease information and associated drugs, targets and clinical trials, and gain access to associated patents for the aforementioned content. These needs are essential to the operation of the NCATS. The four-user Thomson Reuters Integrity Database software license will be utilized by scientists located at the National Institutes of Health (NIH), National Center for Advancing Translational Sciences (NCATS), in Rockville, Maryland. The Thomson Reuters Integrity Database software is a well-established content database for drug discovery and development scientists. It includes a comprehensive set of life-sciences-related content that includes chemistry, genomics, pharmacodynamics, pharmocokinetics and pathology information. The Thomson Reuters Integrity Database software is manufactured by, and proprietary to, Thomson Reuters Scientific Inc. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of John Flannery, at flanneryje@mail.nih.gov.
