Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is NOT a Request for Proposal. The solicitation, the specifications, and drawings are not available at this time. This is a Sources Sought Notice and is for informational market research purposes only in order to determine the availability of potentially-qualified contractors. The U.S. Army Corps of Engineers, Baltimore District, requests letters of interest from SMALL BUSINESS PRIME CONSTRUCTION CONTRACTORS interested in performing work on a potential design-bid-build construction solicitation for the FY13 Replace Communications Building at New Cumberland, PA. The prime contractor will have to perform at least 20 percent of the work including the administration of the project. The new facilities are estimated to cost in the range of $10 million to $25 million. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Project Description: A construction solicitation for the MCA PN DDCX1301, Replace Communications Building at the Defense Logistics Agency Distribution Center, located in New Cumberland, PA. The Project includes a new one-story, slab-on-grade communications building (approximately 10,400 gross square feet), a new storage building facility (1,000 gross square feet), an area for stormwater management and perimeter security fencing. The new facilities will provide administrative space, break and training rooms, office-type spaces, a communications equipment room, an electrical room and a mechanical room. Both the communications building and the storage building will consist of a reinforced split-faced concrete masonry block with a membrane roof system. Site improvements include parking, pavements, security fencing, utilities connections, and landscaping. Also included is the demolition of the existing communications and switchgear buildings totaling 5,779 square feet which was built in 1918. Work includes utilities, fire protection, emergency generator, a vault for communications cabling, heating, ventilation, air-conditioning systems, and communications systems. Other project features include HVAC and electrical system modifications, commissioning, Energy Management Control System (EMCS) connections, and building information systems. Supporting facilities include electric service, water service, access road, parking, sidewalks, curbs and gutters, storm drainage, fencing and exterior lighting, site preparation and improvements, fire protection, alarm systems, information systems. The new Communications Building will be designed and constructed to be certified LEED Silver and will include numerous sustainable design features including highly energy-efficient building envelope and building systems, low-VOC interior finish materials, photoelectric lighting controls, highly efficient plumbing fixtures, and an energy-efficient roof. In addition the Project the will include a new Enterprise Voice over IP (VoIP) telephone system. The VoIP solution will need to meet the following requirements; voice mail capability for 15000 users, Telephone Management System (TMS), E911 support, ATO/ATT line verification, Call Center Capability, and Automatic Call Distribution (ACD). For the Enterprise VoIP telephone system, it is required for the Contractor to use a single manufacturer capable of provisioning all of the required electronic hardware systems to ensure a complete, installed system is covered under a comprehensive warranty/service system for future projects, adds, moves and changes. The new VoIP solution will use the current Defense Logistics Agency Distribution Center IP/LAN/WAN network for transport. The building will be served with new copper cabling and fiber optic cabling from new cable vaults that will be fed from the existing facilities. The existing communication facility cannot be demolished until the new facilities are fully functional. All contractor employees working at New Cumberland, PA must possess a social security card. Employees must be either a U.S. citizen, green card holder, or in possession of a worker's permit. These requirements, with no exceptions, must be met to be granted access to work at New Cumberland, PA. Sources interested in this announcement shall provide past experience to demonstrate having knowledge and experience to construct a replacement facility for the installation's communication center. Small businesses pursuing prime contractor opportunity should submit a narrative demonstrating their experience in the type of work for contracts of similar value, in a similar type of location. Contractors must indicate their small business status as a Small Business (SB), Small Disadvantaged Business (SDB), Service-disabled Veteran-owned SB (SDVOSB), Veteran-owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZones), Qualified Section 8(a) or Woman-owned Small Business (WOSB). Qualified Small Businesses must submit ALL of the following information: 1.Company name, address, phone number and point of contact; 2.Indicate business size in relation to your NAICS code(s). Provide your company's Central Contractor Registration (CCR) Cage Code and DUNS number to verify your small business status as a qualified Small Business (SB), Service-Disabled Veteran Owned SB (SDVOBSB), Historically Underutilized Business Zones (HUBZones), Qualified Section 8(a), or Women-owned Small Business (WOSB). Contractors must already be registered in The System for Award Management (SAM.gov) a Federal Government owned and operated free web site that consolidates the capabilities in CCR/FedReg, ORCA, and EPLS.CCR and Online Representations and Certifications Applications (ORCA) at time of contract award; 3.The primary nature of your business. Narratives shall be no longer than five (5) pages demonstrating experience in the type of work at a similar contract value in similar type of location; 4.Provide three (3) examples of projects similar to requirements described above completed within the past five years. Include current point of contact information for examples provided, as past performance on indicated projects may be verified; 5.A letter from the surety regarding the bonding capability for a single contract action and aggregate of the interested small business prime contractor; 6.Total submittal shall be longer than eight (8) pages in one.pdf file; 7.Email responses are required. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. Additionally, the Government will not pay for any information solicited or delivered. All information submitted will be considered procurement-sensitive and is being used as a market research tool only.
