- Limited Sources Justification for HDTRA1-13-F-0003 This is a firm-fixed price contract, awarded without full and open competition. Justification Rationale: The new work is a logical follow-on to an original FSS order, which had been placed in accordance with the applicable FSS ordering procedures. The original order was not previously issued under sole source or limited source procedures. Under the original FSS order, the PwC team has been working with DTRA on the biomarker discovery process. They are familiar with the work and how DTRA wishes to strategize the biomarker process. PwC worked closely with DTRA in the past (on a $542,530 contract) to create a main biomarker discovery process portfolio. During this contract, they performed gap analysis in the DoD diagnostic strategy, discovering that POC/PON devices were not being adequately developed to satisfy emerging DoD missions in bio-surveillance and detect-to-treat areas. By disbursement of field-forward devices, the PwC team helped determine that a rapid "challenge" could quickly address this gap and is now proposing to help begin this program, developing strategy and coordination between the operational, technical and transitional teams. The PwC team has helped develop and refine the CBA strategic vision, working with the CBAteam on a one-on-one basis, the user community and the ransition community. The PwC team has completed a user survey for diagnostic devices and has also held a stakeholder workshop to help guide and direct the biomarker discovery, diagnostic and disease surveillance vision for CBA PwC also conducted a detailed assessment of CBA FYl2 portfolio based on the program build data. This analysis required thorough understanding of technical and business portfolio management aspects. PwC team developed categories for assessment, facilitated reviews and validation by CBA staff, and formulated current portfolio gaps in the areas of biomarker discovery, device prototype development, chem/rad, threat characterization and identification and informatics data management; The shortcomings in the current CBA program were carefully mapped, technical and operational risks were identified and recommendations for future portfolio re-balancing were formulated. The recommended re-balancing approach was presented to the JSTO Senior Leadership and approval was gained. PwC developed and implemented a structured decision making approach to strategy development and its future implementation. A collaborative work with CBA technical experts (Core Team) was conducted on a weekly basis. Validation by Senior Leadership was established for frequent re-calibration of the strategic direction as necessary. PwC team facilitated re-conciliation of different opinions and drove towards unified point of view on all the portfolio thrusts - future strategic focus areas: devices, assays, threat identification and characterization, chem/rad. PwC also engaged the most senior JSTO Leadership in review and approval of the new strategy, program structure, thrust-specific strategic objectives and milestones. Through one-on-one session with JSTO Office of Director staff, senior external stakeholders, a consensus on future CBA strategic direction was reached. Soliciting new contractor team would take additional time and funds to acquire the knowledge that the PwC team already holds
