- THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential Offerors for market research purposes. TELEPHONIC SUBMISSION AND QUESTIONS WILL NOT BE ENTERTAINED AS THIS IS A SOURCES SOUGHT NOTICE ONLY. Naval Facilities Engineering Command Northwest (NAVFAC NW) is specifically seeking businesses with current, relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The requirement includes one (1) bid item as follows: Bid Item 0001: Disposal and recycling materials being received will consist of approximately 4,000 tons/year of Industrial Wood Waste, 2,000 tons/year of Food and Compostable Waste, and 120 tons/year of Contaminated Waste. The successful source would receive a firm fixed price contract for one base year and two option years. Source will demonstrate compliance with environmental regulations, including air pollution control permit; storm water discharge/control permit; county health permit; state Department of Ecology permits to operate a certified food and organics composting facility. Summary of Permits required by offer or to handle and compost Navy material: 1. Department of Ecology Storm Water Permit 2. Air Pollution Control Authority Permit 3. County Health Department Solid Waste Handling Permit 4. County Health Department Contaminated Materials Permit 5. County Health Department Composting permits for Types I, II and III material. Source must certify that their work processes exclude banned material from incoming material stream and that their inspections process is followed for all incoming material. Excluded materials include pressure treated lumber, asbestos bearing material, hazardous material, and hazardous wastes. Chain of custody/quality control for industrial wood waste. The Navy industrial wood waste stream contains approximately 2,000 tons per year (included in the previously stated 4,000 tons) of fire retardant coated wood blocking from dry-dock operations. This material is not hazardous waste, but it does impact the pollution control equipment of the facilities that purchase wood chips for use as fuel. Offeror will provide verification that their wood sorting and process control procedures to verify that their facility can properly handle and market this material. Marine growth and food waste composting: Navy material will include marine growth arising from cleaning spill and security containment booms. Food waste and other compostable material such as soiled packaging, paper hand towels, soiled facial tissues, and various contaminated paper products are components of this waste stream. The source will verify that their composting process meets or exceeds the EPA standard for the process to further reduce pathogens (PFRP). PFRP requires a minimum holding time of 72 hours at 132 degrees F or higher. The method of verification of PFRP attainment is a visual inspection of the operations logs identifying each batch and the temperature readings at least twice daily of the material. Each batch of material should have a minimum of 6 readings with different times. Co-mingling of bio solid compost and regular compost: If the Offerer ™s facility processes bio solids, the Offer shall demonstrate documentation that composted bio solids are kept separately from non bio solids and that there are processes in place that prevent cross contamination of material handling and processing equipment. Naval Base Kitsap (NBK) is comprised of Naval Magazine Indian Island, Keyport, Bangor, Jackson Park, and Puget Sound Naval Shipyard. Source understands that some of the Navy-generated industrial wood waste will have undetectable, large metal fasteners, which have been proven to cause significant damage to commercial shredding and chipping machines. Contractors should understand the Navy is not liable for damage caused to equipment by Navy material. Contaminated Materials truck waste, street sweeping debris: A portion of Navy solid waste amounting to roughly 120 tons per year is generated from maintaining streets and cleaning storm drains. This material may have high concentrations of sand, petroleum, and minor quantities of other contaminants. The source will provide verification that they have the proper permits to compost this material. The estimated magnitude of work for this project is $720,000. The Procurement Method is full and open competition. Award will be made to the responsible bidder whose bid is responsive to the terms of the invitation for bids and is most advantageous to the Government, considering only price and other price-related factors. The North American Industry Classification System (NAICS) Code for this procurement is 562111. The applicable Service Contract Act (FAR subpart 22.4 is) 2005-2560 Revision 17, 06/13/2012: Washington Counties of Clallam, Grays Harbor, Jefferson, Kitsap & Mason.
