- Technical Questions and Answers Amendment 1 to MCC-13-RFQ-0020 Purpose of this Amendment is to extend the due date for submission of capability statements to January 24, 2013 at 2:00pm EST, and to provide answers to vendor questions with the attached Q&A file. MCC is looking to issue numerous Blanket Purchase Agreements to Small Businesses and Consultants to perform all or a part of the Statement of Work. Vendors may submit Capabiltiy Statements for all or any of the Labor Categories provided in the Statement of Work. Other Than Small Businesses - MCC intends to provide future due dates for provision of capabiltiy statements that would include Other Than Small Businesses. Questions may be submitted to Fullerdf@mcc.gov with "MCC-13-RFQ-0020 (vendor name inserted here)" included in the email subject line. Phase I - Expression of Interest - By 3:00pm EST December 28, 2012, interested vendors must submit an email Expression of Interest to David F. Fuller at MCCCGMTeam2@mcc.gov. Phase II - Statement of Capabilities - Vendors shall submit Capability Statements no later than Thursday January 10, 2013 at 2:00pm EST. Required content of the Capability Statements are detailed in Section L "Instructions, Conditions, & Notices to Offerors" of the attached Request for Quotations (RFQ). Capability Statements shall include identification of the offeror, Volume I Curriculum Vitae, Volume II Statement of Capabilities of performing the statement of work, and Volume III Pricing Information. Offerors need not be capable of performing every requirement under the BPA. The Millennium Challenge Corporation (MCC) is seeking to establish Blanket Purchase Agreements (BPA) with multiple program analysis consultant vendors. The vendors shall supply qualified personnel and other services and supplies necessary to perform the tasks to support the threshold program needs of the MCC both within the United States and abroad including but not limited to: a. Sector analysis of policies and institutions that cause or reinforce the binding constraint to growth; b. Assess implementation feasibility of reforms proposed and the cost effectiveness of the proposed interventions; c. Facilitate the development of a Threshold Country Plan (TCP). All questions concerning this solicitation, must be addressed in writing by email to David F. Fuller at MCCCGMTeam2@mcc.gov prior to January 3, 2013 at 12:00pm Noon EST.
