Department of Veterans Affairs (VA) Acquisition Service - Frederick (AS-F) AS-F Office Hoteling Services Request for Information (RFI) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.201(e)), this is not a solicitation. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. Background: The Department of Veterans Affairs (VA), Acquisition Service - Frederick (AS-F) office is gathering data on Office Hoteling services in the Frederick, MD area. VA intends to use this information to assist in the potential procurement of Office Hoteling Services. Specifically, VA wishes to obtain pricing information regarding Office Hoteling Services based on the specifications listed below under "Hoteling Requirements" To that end, VA has issued this RFI to gather input from all interested venders. Information Requested and Specific Questions to be Addressed: The Government is requesting that all interested vendors provide information (including pricing data) regarding Office Hoteling Services in the Frederick, Maryland area. NOTE: the Government is not requesting information relating to a standard leasing agreement (contract). Pricing information should reflect a firm-fixed price for the Office Hoteling Services and be inclusive of all items listed below. Price should also include a per-seat average based on the total quantity of seats requested (inclusive of furnished cubicles and offices). Submitted information should be in response to the specific requirements listed below: Hoteling Requirements: These are our general requirements for an administrative office: "Period of Performance: oOne (1) Twelve (12) months base period; oTwelve (12) month option(s). "Building location must be within five (5) miles of the Frederick, MD city limits; "Standard Administrative Office Requirements "25,000 - 30,000 Square Feet, Fully Furnished; "130 - 150 people (approximately); "25 - 35 Offices (approximately 180 square feet: with desk, chair(s), book self); "100 - 150 cubicles (8 foot x 10 foot, approximately) with desk and drawers, chair (standard administrative setup); "8 - 12 Conference Rooms (with table, chairs, and white board(s)); oApproximately 6 medium size, 8 - 12 people; oApproximately 4 large 15 - 25 people; "Furnished Reception Area (approximately 400 square feet); "Kitchen / Galley Common Area (one to three rooms) (Combined 400 - 600 SF); oStocked Vending; oSink; oDish Washer; oChairs and tables; "Secure LAN / IT Closet; oT-3; "40 + MB; "Expansion slot capability; oHigh Speed Internet / WiFi; "Security / Weapons Room (10 X 10 / 100 square feet approximately); "Professional Receptionist(s) and on Site Property Manager; oMail reception: processing of incoming and outgoing mail; oNormal government business hours (8:00 - 5:30); "Key Card Access 24 - 7 - 365; "File Room 20 X 35 (Approximately 700 Square feet); "Three to Five medium speed copiers: print, copy, scan, fax; "Telephones in all offices and cubicles "Janitorial and Maintenance Services "Parking as required by Local Law/ Ordinance oHandicapped oSnow Removal oMaintenance and cleaning "Contractor Personnel must meet minimum VA security standards "Appropriate Common Area Access oLoading Dock oBathrooms oDeliveries oVending oLobby Venders that cannot provide all specific requirements are encouraged to provide information based on as many of the specific requirements as possible; however, vendors must notate the areas in which the provided information deviates from the specific requirements. Responses should not grossly deviate from the specific requirements. VA may utilize the responses to this RFI to conduct additional market research. It is possible that the VA may invite some respondents to meet with VA officials in person for oral presentations and/or question and answer sessions. Information obtained in this information request may be utilized to assist VA in developing a Request for Quotation (RFQ) or a Request for Proposals (RFP). Submissions: All submissions must be submitted electronically, via email, to Corey Mann, Contract Specialist at: corey.mann@va.gov and Russell Drake, Contracting Officer at: Russell.drake@va.gov Submit responses as attachments in Microsoft Word (.doc) or Adobe Portable Document Format (.pdf). Please limit all responses to no more than 30 pages, 12 point font minimum, single spaced. Responses should be submitted on or before Thursday, January 16, 2013 at 1600. Questions: Any questions should be directed to Corey Mann, Contract Specialist, at corey.mann@va.gov. E-mail communication should include company name, point of contact, address, phone, and fax number. Note: VA will utilize the information in this RFI to help determine the Agency's next steps. The vendor should identify any proprietary information in their RFI responses. Proprietary materials will neither be distributed to nor discussed with any other vendor. The use of information submitted to the Government as a result of this RFI will be at the discretion of the Government. The information obtained from responses to this RFI will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. 52.215-3 REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of gathering information pertaining to Office Hoteling Services in the Frederick, Maryland area. (End of Provision)
