- ACTION: SOURCES SOUGHT/REQUEST FOR INFORMATION SUBJECT: Septic Waste Truck, 12,000 Liters Requirement. DESCRIPTION: The U.S. Army Contracting Center-Warren (ACC-WRN), formerly known as the U.S. Army TACOM LCMC, has a requirement for the following: One Septic Waste Truck, 12,000 Liters. This vehicle supports the country of Afghanistan. The requirement is a one-time buy with no option period. ACC-WRN is requesting that any parties interested in the requirement or have feedback on the requirement to please contact Darryl Eddings at darryl.c.eddings.civ@mail.mil. The close date for this Sources Sought/Request for Information is 5:00 p.m. local Warren, MI time (EST), 22 JAN 2013. INFORMATION SOUGHT: If you can provide this item, please respond with the following information: 1) Company and Point of Contact Information 2) Small Business Classification of your Company 3) Availability/Delivery Schedule 4) Any issues that would prevent you from offering a quote. 5) Origin of Company SPECIFICATIONS: SEPTIC WASTE TRUCK, 12,000 LITERS THE VEHICLE SHALL BE PROVIDED WITH ALL NEW PARTS, THE MANUFACTURER'S STANDARD EQUIPMENT AND THE FOLLOWING MINIMUM EQUIPMENT AND CAPABILITIES: 1.CONFIGURATION 1.1.The vehicle shall be a 6x4 truck chassis with an integrated septic tank, vacuum and wash-down systems, capable of loading, transporting and unloading liquid waste (i.e. raw sewage). The septic waste tanker shall be hereinafter referred to as quote mark the vehicle quote mark. 1.2.The vehicle shall be a 2012 model year or later with no more than 100 miles (161 km) on the odometer. 2.SAFETY 2.1.The vehicle shall meet Federal Motor Vehicle Safety Standards (FMVSS) or vehicle safety standards set forth by Economic Commission for Europe (ECE), European Economic Community (EEC), Australian Design Rules (ADR), Japanese Industrial Standards (JIS), or the Gulf Cooperation Council (GCC) Standards. 3.STANDARD EQUIPMENT 3.1.The vehicle shall be provided with a light package, including at least interior dome light, headlights, turn signals, taillights, and brake lights. 3.2.The vehicle shall be provided with a windshield wiping and washing system. 3.3.The vehicle shall be provided with exterior rearview mirrors. 3.4.Door locks and ignition shall be identically keyed for all vehicles. A minimum of two keys shall be provided with every vehicle. 3.5.All rear wheels shall be covered by metal fenders or a combination of rear fenders and body structure with anti-sail mud flaps. 3.6.The vehicle shall be provided with a lockable tool box(es) or secured stowage compartment(s) of sufficient capacity to store all manufacturer's standard equipment and accessories, and those specified below. All locks for the toolbox(es) or stowage compartment(s) shall be identically keyed for all vehicles. 3.6.1.The vehicle shall be provided with the standard tools required for simple operator level maintenance (wrench and socket set, screwdrivers, adjustable wrench, pliers, and hammer, as a minimum). 3.6.2.The vehicle shall be provided with tire changing tools and a lifting jack with a minimum capacity of 20 tons (18,143 kg.) 3.6.3.Air hose with fittings to inflate tires from the vehicle's compressed air system. The hose shall be of sufficient length to inflate all tires on the vehicle, including the spare. 3.7.The vehicle shall be provided with front and rear heavy duty bumpers. 3.8.Two frame-mounted tow hooks or eyes shall be provided on the front of the vehicle. 3.9.The vehicle shall be provided with one ABC type fire extinguisher with mounting bracket, minimum 5 pound (2.25 kg) capacity. 3.10.For vehicles shipped to Afghanistan: 3.10.1.All control panels, instruction diagrams and warning labels shall be in both English and Dari, or in universal symbols, and shall be permanently affixed to the vehicle. 3.10.2.The fuel filler cap or area near the cap shall be labeled, with the type of fuel compatible with the vehicle, in both English and Dari, or in universal symbols. 3.10.3.A vehicle manual(s) shall be provided with each vehicle, written in both English and Dari. 3.10.4.All manuals shall have an amendment, written in both English and Dari, stating the capacity of the vehicle's engine to operate on ultra high sulfur content diesel fuel (10,000 ppm or 1%). 4.RATINGS 4.1.Vehicle ratings shall be the manufacturer's published rating at the time of the offer. 4.2.The vehicle component ratings shall not exceed the manufacturer's published ratings, and shall not be raised to meet requirements. 4.3.All individual components, including engine, transmission, driveline, axles, suspension, frame, and tires shall be rated at or above the Gross Vehicle Weight (GVW). 5.ENGINE 5.1. Vehicle shall be provided with a diesel engine, capable of operating normally on ultra high sulfur content diesel fuel (10,000 ppm or 1%). 5.1.1.The vehicle is exempt from United States Environmental Protection Agency (EPA) emission standards and regulations due to a Department of Defense (DoD) exemption. The vehicle (including engine, emission control devices, engine management software or controls, etc) shall be configured for an export market. 5.2.The vehicle shall not be provided with emission control devices, such as but not limited to the Exhaust Gas Recirculation (EGR) valve, Diesel Particulate Filter (DPF), Diesel Oxidation Catalyst (DOC), or Selective Catalytic Reduction Catalyst (SCR). 5.2.1.If emission control devices cited in paragraph 5.2 were removed from the vehicle after the vehicle was manufactured, then supporting documentation shall be provided that describes in detail all such modifications made to the vehicle in order to meet specification paragraph 5.1. 5.2.1.1.The vehicle manufacturer shall also verify and approve all modifications and/or alterations made to the vehicle to allow it to operate on ultra high sulfur content diesel fuel (10,000 ppm or 1%). 5.3.The maintenance and service schedules for the vehicle while operating on ultra high sulfur content diesel fuel (10,000 ppm or 1%) shall be provided, and also included in the vehicle's manual. 5.4.The engine shall be provided with the heaviest duty available cooling and air filtration system designed for dusty, desert environments (+120 F or +49 C). 6.TRANSMISSION 6.1.The vehicle shall be provided with a manual transmission with a minimum of five forward speeds and at least one reverse speed. 7.DRIVELINE/FRAME 7.1.Vehicle shall be provided with a minimum of a 6x4 driveline. Drivelines shall be the same for all vehicles. 7.2.The rear axle(s) shall be provided with a lockable or limited-slip differential. 7.3.Each frame rail shall either be reinforced or have dimensions and material strength to have a Resistance Bending Moment (RBM) of at least 2,700,000 in-lbs. 8.STEERING 8.1.Vehicle shall be provided with left hand drive and power steering. 9.BRAKES 9.1.Vehicle shall be provided with four separate brake systems: service, emergency, relief (i.e. engine or exhaust brake), and parking. 9.2.Service brakes shall be an air brake system with Anti-lock Brake System (ABS) and an air dryer. 10.ELECTRICAL SYSTEM 10.1.The vehicle shall be provided with either a 12-volt or a 24-volt electrical system. If a 24-volt system is provided, then the following circuits shall be operated at 12 volts: 10.1.1.A 12-volt, 20 amp circuit shall be provided in the cab for a communications equipment. 10.1.2.All vehicle exterior lighting. 10.2.The vehicle shall be provided with dual heavy-duty maintenance free batteries. 10.2.1.If the vehicle is supplied with a 24-volt electrical system, a battery equalizer that has an environmental Ingress Protection rating to IP67 shall be provided at a minimum. 10.3.An amber rotating halogen, light emitting diode or strobe-type warning light bar shall be provided on the top of the truck cab. 11.WHEEL ASSEMBLY (TIRE AND WHEEL) 11.1.Vehicle shall be provided with tubeless, on-off road, radial tires. 11.2.All tires shall be of the same size, load rating and tread design, and all wheel assemblies shall be interchangeable, including spare wheel assembly. 11.3.The vehicle shall be provided with a full-size spare wheel assembly with holder. 11.4.Means shall be provided to assist with the loading and unloading of the spare tire (i.e. davit, winch or equivalent). 12.PERFORMANCE 12.1.Vehicle shall be capable of being stored, started, and operated in temperatures ranging from -20 to +120 F (-29 to +49 C). 12.2.Vehicle shall be capable of operating 50% of mission on paved roads, 40% on secondary roads and trails and 10% off road. 12.3.Parking brake shall hold the vehicle at GVW on a 20% longitudinal slope. 12.4.Vehicle shall be capable of braking to a complete stop within 40 feet (12 meters) from 20 mph (32 kph), at GVW. 12.5.Provide an Allison SCAAN computer scan (or equivalent) estimating the below performance requirements using the known vehicle parameters. 12.5.1.Vehicle shall be capable of maintaining a minimum speed of 55 mph (88 kph) on a 2% grade, at GVW. 12.5.2.Vehicle shall be capable of operating from an integral fuel tank(s) for at least 300 miles (482 kilometers) on highway surfaces at an average speed of not less than 35 mph (56 kph), at GVW. 13.CAB 13.1.Cab shall be provided with seating for the driver and a minimum of two passengers. 13.2.Seatbelts shall be provided for all cab occupants. 13.3.Manufacturer's heaviest duty air conditioning and heating and defrosting systems shall be provided. The air conditioning system shall be designed for operation in dusty, desert environments at +120 F (+49 C). 14.COLOR 14.1.Exterior color of the vehicle (at a minimum the cab and septic tank) shall be holly green, color chip 14090 in accordance with FED-STD-595, or equivalent. 15.SEPTIC TANK 15.1.The septic tank shall have a minimum capacity of 3,170 gallons (12,000 liters). 15.2.The septic tank shall be provided with a minimum of two baffles. 15.3.The septic tank shall be provided with a primary and secondary shut-off system. 15.3.1.The primary shut-off system shall be provided with a stainless steel float ball. 15.4.The septic tank shall be of corrosion resistant metal construction, compatible with septic waste. All parts, fittings and piping in contact with septic waste shall be of corrosion resistant materials and compatible with septic waste. 15.5.All materials, including pumps, piping and hoses, which may come in contact with the septic waste, shall be non-absorbent and resistant to cleaning with bactericidal solutions. 15.6.Two locking manholes shall be provided, minimum 18 inch (450 mm) diameter each. One shall be located on the top of the tank and the other located at the back face of the tank. 15.7.An expansion space suitable for this size tank shall be provided. 15.8.3 inch or 4 inch (75 or 100 mm) intake (fill) and discharge valves shall be provided. 15.8.1.The valves shall be either manually or pneumatically operated. 15.8.2.The valves shall be compatible with the hoses provided in paragraph 19.1 or provided with the appropriate-sized reducing couplers. 15.9.All valves and hose connections shall be protected by dust caps attached or chained to prevent loss. 15.10.The septic tank shall be provided with the following accessories for access to the top of the tank: 15.10.1.One metal ladder affixed to each side of the tank. 15.10.2.Grate type non-slip metal catwalk running along both sides of the tank. 15.11.The tank and chassis interface shall be designed to prevent damage to the tank under all fill level conditions (empty to full), during operation both on and off-road (see paragraph 12.2). 15.12.The vehicle shall be provided with at least one rear mounted work light. 15.13.The septic tank shall be provided with a least three sight eyes. 16.VACUUM PUMP SYSTEM 16.1.The vehicle shall be provided with a vacuum and pressure pump with a minimum vacuum capacity of 140 Standard Cubic Feet per Minute (SCFM) at 18 inches of mercury (Hg) (9.9 Cubic Meter per Minute at 61 Kilopascal (Kpa)). 16.1.1.The pump shall be appropriately sized for the septic tank as stated in paragraph 15.1 and suitable for the pumping of septic waste. 16.2.The pump shall be Power Take-Off (PTO) driven. 16.3.The pump shall be provided with automatic oiling. 16.4.A pre-filter shall be provided for the vacuum and pressure pump. 16.5.The vehicle shall be provided with an oil catch muffler. 17.CONTROLS, GAUGES AND LABELS 17.1.The following minimum gauges, controls, indicators, valves and shut offs shall be provided to monitor and control the vacuum system and the septic tank load level (to prevent overfilling, over-pressurizing, etc.): 17.1.1.Indicators to monitor the septic load level. 17.1.2.PTO engagement and disengagement with warning light. 17.1.3.Four-way valve for vacuum and pressure control. 17.1.4.Vacuum and pressure relief valves to monitor and prevent damage from excess pressure or vacuum. 17.1.5.Vacuum and pressure gauge. 17.1.6.Indicator to monitor water pump quote mark on quote mark or quote mark off quote mark position. 17.1.7.Water pump pressure gauge 17.2.All control panels, instruction diagrams and warning labels shall be in both English and Dari, or in universal symbols, and shall be permanently affixed to the vehicle. At a minimum, the following items shall be provided: 17.2.1.A flow diagram. 17.2.2.Operating, safety instructions and maintenance procedures. 17.2.3.A clearly visible warning label located near the relief valve and the vacuum/pressure gauge that indicates the maximum allowable vacuum for continuous and intermittent use. The warning label shall also include recommendations (i.e. maximum run time) for operating the vacuum pump at its maximum capacity. 17.2.4.The warning labels, flow diagram and instructions shall not interfere with any vehicle gauges or controls. 18.WASH-DOWN SYSTEM 18.1.The vehicle shall be provided with a wash-down system and the following items: 18.1.1.Fresh water storage with a minimum capacity of 150 gallons (565 liters) of corrosion resistant metal construction. 18.1.2.A wash-down pump of suitable capacity to provide adjustable pressures shall be provided. 18.1.2.1.The pump shall be either PTO driven or powered from the vehicle's electrical system. 18.1.2.2.If electric, the pump shall only be capable of being started from the vehicle cab through a master switch. 18.1.3.One heavy-duty wash-down hose at least 50 feet (15 meters) in length and compatible with the pump. 18.1.4.A manual or automatic rewind reel for stowage of the wash-down hose. 18.1.5.Nozzle(s) compatible with the pump and capable of delivering high and low pressures at the given flow rates. 18.1.6.An inlet hose connecting the pump to the fresh water tank. 18.1.7.The pump shall be provided with an automatic system to allow operation only when the nozzle is being utilized. 18.2.Lockable stowage provisions for the wash-down system equipment (excluding the fresh water tank) shall be provided. 18.2.1.All locks shall be identically keyed and identical to the toolbox(es) or stowage compartment(s) locks specified in paragraph 3.6 for all vehicles. 19.SUCTION AND DISCHARGE HOSES 19.1.Thirty feet (9 meters) of either 3-inch or 4-inch (75 or 100 mm) diameter suction and discharge hose compatible with septic waste shall be provided. 19.1.1.The hose shall be provided in lengths of 5 to 10 feet (1.5 to 3 meters) each, and capable of being connected end-to-end. 19.1.2.All hoses shall be compatible with septic tank suction and discharge valves. 19.2.Full length hose trays shall be provided for storage of the hoses. 19.3.Provisions to secure the suction and discharge hoses to the rear or the sides of the tank shall be provided (e.g. hose hooks). 20.RADIO FREQUENCY IDENTIFICATION (RFID) TAGS 20.1.Each vehicle or item and associated lot of spares shall be tagged with a removable active RFID data rich tracking tag, specifically designated as either: 20.1.1.Savi ST-654-001 (NSN 6350-01-523-1998) 20.1.2.Identec I-Q310 DRT 20.1.3.Savi ST-654-031 20.1.4.Evigia EV3-DRT 20.2.The active RFID tag shall have at least 128 Kbytes of memory. 20.3.The active RFID tag shall be compliant with ANSI standards or ISO 18000/7. 20.4.The tag shall be located on the exterior front of the vehicle or item and for the spares the tag shall be located on the pallet or container. 20.5.The tag shall be securely affixed to the vehicle or item with two or more plastic cable ties. 20.6.The tag data and electronic data field format shall be in accordance with specifications established by Joint Total Asset Visibility (JTAV) version 2.0, section 3.4.1 quote mark Commodity Item Database Format quote mark with the following clarifications: 20.6.1.The quote mark document field quote mark titled quote mark DOCUMENT quote mark shall be the document number (e.g. quote mark milstrip quote mark ) as specified by the Government procuring agency. 20.6.2.The quote mark MISC1 quote mark field shall be the item serial number, if available. 20.6.3.The quote mark MISC2 quote mark field shall be used for user comments (e.g. contract number). 20.6.3.1.The JTAV - V2.0 data format specification is available at: http://www.ndia.org/Divisions/Divisions/Logistics/Documents/Content/ContentGroups/Divisions1/Logistics/4RF_Tag_Data_Specification_V2.pdf
