- INTENT TO SOLE SOURCE FAR 13.106(B) This is a notice of intent of the Cleveland Department of Veterans Affairs Medical Center, 10701 East Blvd., Cleveland, Ohio 44106 to negotiate sole source with Fresenius USA, Inc. for supplying The Cleveland Department of Veterans Affairs Medical Center, with: 24 EA 190713 Hemodialysis Machine-Fresenius 2008T With: CDX (Clinical Data Exchange) System; (CLM) Crit-Line II Monitor; and Crit-Line Pole Mount The Cleveland Department of Veterans Affairs Medical Center Pilot Hemodialysis Center is opening a 24 station Hemodialysis Center in the local community to provide Hemodialysis to our veteran patients. We are requesting 24 Hemodialysis Delivery Machines to be used within this center for patient care. Hemodialysis machines are designed to provide Hemodialysis treatment by controlling and monitoring both the dialysate and extracorporeal blood circuits. In the extracorporeal blood circuit, the blood is continuously circulated from the patient through the dialyzer, where toxins are filtered out through a semi-permeable membrane, before being returned to the patient. During this process, the extracorporeal blood circuit is monitored for venous and arterial blood pressures and for the presence of air and blood. These machines can also administer Heparin evenly throughout the treatment. In the dialysate circuit the dialysate concentrates are mixed with purified water, heated, degassed and delivered to the dialyzer. Balancing chambers within the machine ensure that the incoming flow of the dialysate is volumetrically equal to the outgoing flow in order to control ultra filtration from the patient. The Government believes that only one business can satisfy the agency requirements and intends to negotiate with only one source under the authority of FAR 13.106(b) - access to proprietary information. Other persons may identify their interest and capability to respond to this requirement by Wednesday January 23, 2013 at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
