- Solicitation Number: W913FT-13-R-0007 Notice Type: Sources Sought Synopsis: Description: Vehicle Maintenance Annex Building Construction Sources Sought Notice. I. Sources Sought Synopsis: This announcement constitutes a Sources Sought Synopsis (SSS), no solicitation exists; therefore, do not request a copy of a solicitation. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the US Government to form a binding contract. THIS IS NOT A SOLICITATION FOR PROPOSAL AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. a) The Government is conducting market research to identify, as potential sources, companies that may possess the expertise, capabilities, and experience to competently and competitively respond to requirements to construct a vehicle maintenance annex, which will be interconnected to a currently ongoing supply building contract. Both construction projects will eventually be incorporated as one multi-use logistics complex. b) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited. Companies responding to this market research are advised that participation does not ensure participation in future solicitations or contract awards. The Government will not reimburse any company or individual for any expenses associated with preparation or participation in this research. Respondents are solely responsible for all expenses associated with responding to this SSS. c) Although quote mark proposal quote mark and quote mark offeror quote mark are used in this Sources Sought Synopsis, your response will be treated as information only. It shall not be used as a proposal. d) Background: The contract W913FT-12-C-0021 was awarded on 24 September, 2012 to construct a supply warehouse for the U.S. Army Logistics Mission (LOGMIS) in Bogota, Colombia. Construction for the warehouse began immediately upon contract award. The requirement for solicitation W913FT-13-R-0007 is to construct a Vehicle Maintenance Facility in a corresponding site area where it will eventually be combined with the Supply Warehouse to create one multi-use logistics complex. The infrastructure for both buildings shall contain the same materials, and have an identical likeness to properly convey the image that both buildings are clearly part of the same complex. II. Requirements: The offeror must have the ability to purchase the materials and create specifications that will match those being used on contract W913FT-12-C-0021, in order to construct a facility that will be equal in likeness to the Supply Building being currently built, and the rest of the logistics multi-use complex. e) Unless there are viable respondents to this SSS that can meet the requirements specified herein, the United States Military Group Contracting Office anticipates award of a sole source contract to Constructora Condiseno, Bogota Colombia by approximately 1 April, 2013 to fulfill this requirement. Constructora Condiseno is the current contractor on constructing the Supply Warehouse in contract W913FT-12-C-0021. This construction shall be accomplished using the specifications already in place on contract W913FT-12-C-0021, to include drawings or design descriptions and materials that meet the need for the Government to have the same appearance on every building in the complex. This will be the last building constructed as part of the U.S. Army Logistics Mission logistics multi-use area. III.
