Description
The Fleet Logistics Center Norfolk, Philadelphia Office, intends to acquire, on a competitive small business set-aside basis, Physical Evaluation Board Liaison Officer (PEBLO) and Integrated Disability Evaluation System (IDES) support services for Naval Hospital Twentynine Palms and its two branch clinics, Branch Clinic China Lake, CA and De Wert Branch Medical Clinic, Bridgeport CA. THE DESCRIPTIVE INFORMATION CONTAINED IN THIS SYNOPSIS REFLECTS CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED ON THE ACTUAL REQUEST FOR PROPOSALS, WHEN ISSUED. The purpose of this requirement is to obtain non personal administrative support services that include financial, legal and personal affairs counseling for Naval Hospital Twentynine Palms. The contractor provides counseling for military personnel being processed through the Integrated Disability Evaluation System (IDES) on their rights, benefits, privileges and obligations; coordinates evaluation appointments, assists in preparing appeals, rebuttals and the assignment of service member's legal counsel; and, refers personnel to appropriate agencies to obtain counseling/guidance on benefits provided by the Department of Labor, Social Security Administration, Defense Financial and Accounting System, and Department of Veterans Affairs. It is anticipated that the contractor personnel will work in space provided by the Government at the Military Treatment Facility (MTF). It is intended that this procurement will be processed in accordance with FAR 15 (Contracting by Negotiation) and FAR Part 12 (Commercial Items) will apply. It is anticipated that a firm fixed price service contract will result from this solicitation. It is anticipated that the basic performance period will be 01 June 2013 through 31 May 2014, with a 30 day start-up period making award by 01 May 2013. It is further anticipated that an additional two (2) twelve-month option periods will be included for a total maximum of thirty-six (36) months of service if all options are exercised. This is 100% small business set-aside. The solicitation, N00189-13-R-Z029, is anticipated to be released by 31 January 2013 and will be made available electronically upon its release to www.neco.navy.mil.
