Description

The Navy Experimental Diving Unit (NEDU), Panama City, FL, intends to award a sole-source, firm fixed price contract to the CACI Inc. Federal, 14151 Park Meadow Drive, Chantilly, VA 20151-2218 to satisfy the need to transcribe complex statistical and mathematical procedures into operable computer code and generate and maintain appropriate documentation for that code, including user manuals and Verification, Validation, and Accreditation (VV&A) documents at Navy Experimental Diving Unit (NEDU), which cannot be satisfied with in-house resources. This purchase is not suitable for full and open competition for the following reasons: CACI Inc. Federal has been providing computer software programmer support for NEDU ™s RDT&E programs directed at prevention or minimization of decompression obligations and incidence of decompression sickness (DCS) in Navy diving operations. CACI Inc. Federal ™s personnel have developed and participated in NEDU ™s RDT&E programs to meet operational needs through development of new scientific and engineering knowledge and technology, if necessary, or through novel integration of existing knowledge and technologies. CACI Inc. The services can only be satisfied from the original source for this contract and CACI Inc must complete the work that they have started. Performance by another contractor will require a steep learning curve and interrupt the workflow output. This acquisition is for a period of seven months with a one month option. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Department of Defense will no longer award contracts to contractors not registered in the System for Award Management Registration (SAM) database. Lack of registration in the SAM database will make the offer ineligible for award; Registration may be accomplished by accessing the SAM website at http://www.sam.gov/. NAICS 541712 applies.
