- Subject: Request for Information (RFI), Synopsis for Electrocautery Supplies for Department of Veterans Affairs, Veterans Health Administration (VHA). The purpose of this RFI is an effort to conduct market research for use in formulating an acquisition plan to procure Electrocautery Supplies to support VHA. This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities, and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. The Strategic Acquisition Center (SAC) is requesting responses from qualified businesses concerns. The qualifying NAICS code(s) for this effort are 334510 and 33911 This RFI is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, or large business) relative to NAICS 334510 and 33911. Responses to this RFI, will be used by the Government to make appropriate acquisition decisions. After review of the responses to this RFI, a solicitation announcement may be published. Responses to this RFI are not considered adequate responses to the solicitation announcement. All interested offerors' will have to respond to the solicitation announcement in addition to responding to this RFI. II. Background: The Department of Veterans Affairs is seeking vendors who can provide Electrocautery Supplies. The vendors must demonstrate the ability to meet all requirements for this RFI. The objective is to provide Electrocautery Supplies to be used by clinicians and surgeons throughout the VA enterprise (i.e. VA facilities in the U.S. and U.S. territories). MINIMUM TECHINCAL REQUIREMENTS: Intended use: To provide flexible electrocautery supplies that are used for surgical procedures in which tissue is destroyed using heat conduction from a metal probe heated by electric current. MTR NumberMinimum Technical Requirement 1.Requirements a) Supplies must be Sterile (excluding grounding pad) b) Supplies must be latex free. c) Supplies must be disposable/single use. d) All connectors on pad, pencils, and cords are secure when in use. e) Monopolar and/ or bipolor output compatible. 2.Pencils a) Pencil includes safety grip insulator. b) Length of cord for pencil should be approximately 4 to 10 feet in length UL listed and hospital grade. c) Pencil must be compatible with all of the electrosurgical units or an adapter must be provided by the manufacturer. 3.Tips a) Electrode/blade and needle tip are easily loaded and remain in place without adjustment. b) Needle tip sizes; at a minimum, the shaft of the tip must be insulated; needle tip extended 2" - 5" from shaft. c) Loop Tip and Ball Tip; at a minimum, the shaft of the tip must be insulated, and loop tip extended 2" - 5" from shaft. d) Extended electrode should must criteria above. 4. Holsters a) All hand held cautery disposables must include a non-flammable holster. b) The non-flammable holster is easily secured to the sterile field. 5.Packaging a) Packaging integrity is intact, allows for safe delivery to the sterile field, is easy to open and is clearly marked with the following content: product name, sterility expiration date, and a lot number. b) The grounding pad packaging easily identifies the color coded product with the correct size that is specific for adult, is clearly marked with an expiration date and a lot number. 6.Grounding Pads a) Grounding pad conforms to patient's anatomy for maximum safety and is pre-gelled. b) Packaging of the grounding pad is easily identifiable by color code with the size of the pad. c) Length of cord for grounding pad should be approximately 4 to 10 feet in length UL listed and hospital grade. d) Grounding pad must be compatible all most of the electrosurgical units or an adapter must be provided by the manufacturer. 7. Cleaners a) Cleaners must have a sturdy adhesive back for easy mounting. b) Cleaners must have radiopaque strip that allows x-ray detectability. INSTRUCTIONS: Submit a brief description, ten (10) pages or less (including cover letter) that demonstrates how your company can provide Electrocautery Supplies that are required above. Must show that the product is in stock and available to ship in a timely manner. Include past experience in performing these services to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability and your address. PLEASE INDICATE WHETHER YOU HOLD A GSA FEDERAL-SUPPLY SCHEDULE CONTRACT THAT COVERS THESE PRODUCTS AND, IF SO, THE CONTRACT NUMBER. Provide BUSINESS SIZE AND SOCIO-ECONOMIC STATUS; (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantages business (c) If disadvantages, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at http://www.sam.gov and/or the VetBiz Registry at http://vip.vetbiz.gov. If not, please NOTE that any future solicitation could only be awarded to a contractor who is registered in SAM and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry (i) provide current commercial pricing for all items listed in the above chart (j) link to the respondent's General Services Administration (GSA) schedule, or attached file of same, if applicable (k) citation of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (l) other material relevant to establishing core competencies of the firm. Responses are due by 12:00 PM EST, 16 January 2013. Please submit e-mail responses to Mr. Jeremy W. Jones, Team Lead/Contract Specialist, at email address: jeremy.jones3@va.gov. Your response should include the STATEMENT OF CAPABLILITY, GSA SCHEDULE INFORMATION, and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained above. Please place "Attention: Electrocautery Supplies" in the subject line of your email. This notice is to assist the VA in determining sources only. NOTES: Issuance of this notice does not constitute any obligation whatsoever on the part of the Government to procure these commodities or to issue a solicitation nor to notify respondents of the results of this RFI. No solicitation documents exists at this time; however, in the event the acquisition strategy demonstrates that GSA is a viable option for procuring a solution, only those firms responding to this RFI and considered most capable shall be issued the resulting RFQ. The Department of Veterans Affairs is neither seeking proposals nor accepting unsolicited proposals, and responses to this notice cannot be accepted as offers. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.
