Description The National Cancer Institute requires the following items. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. RFQ-NCI-30019-MW includes all applicable provisions and clauses in effect through FAR FAC 2005-62 (Dec 2012) simplified procedures for commercial items. The North American Industry Classification Code is 334516 and the business size standard is 500 employees. This Request For Quotation (RFQ) is a total small business set-aside. HHSAR 352.223-71 Instruction to Offerors - Sustainable Acquisition Offerors must include a Sustainable Acquisition Plan in their technical response that describes their approach and the quality assurance mechanisms in place for applying FAR 23.1 - Sustainable Acquisition Policy (and other Federal laws, regulations and Executive orders governing green purchasing) to this acquisition. The Offeror's response must demonstrate compliance with FAR 23.1, "Sustainable Acquisition Policy" and the interim rule entitled "Sustainable Acquisition" at http://www.gpo.gov/fdsys/pkg/FR-2011-05-31/pdf/2011-12851.pdf (FAR case 2010-001, FAC 2005-52). The Government is seeking to determine whether the Offeror has demonstrated a commitment to advance sustainable products and services. See Attachment 1 for additional technical response instructions. Award will be made in the aggregate for all items. I. Requirement: The contractor shall provide and install: 1. Quantity 1 Covaris S220 AFA Ultrasonicator, part number 500217: High performance, Ultrasonicator for samples of mass <1000mg and/or volume <10ml. Single, sample preparation system (serial Process); 2. Quantity 1 Covaris S-Series DNA Shearing microTUBE Kit, part number 500117: 500114 holder, 500142 Prep Station, 520045 microTUBE AFA Fiber Pre-Slit Snap=CAP 6x16mm (4); 3. Quantity 1 Covaris Holder 12x12mm Tube, part number 500274; 4. Quantity 1 Covaris Tube & Cap 12x12mm (100), part number 520080; 5. Quantity 1 Covaris Chiller CH01, part number 510001; 6. Installation & Training 7. Shipping & Handling II. Delivery and Installation: The Covaris S220 AFA Ultrasonicator shall be delivered and installed at the National Institutes of Health (NIH) at the following location: NIH/NCI/CRC 37 Convent Drive, Building 37, Room 1108, Bethesda, MD 20892. Delivery, installation and training shall be completed within 2-8 weeks from date of contract award. III. Warranty: The contractor shall provide a one year full warranty on all parts and labor. If the unit fails, the contractor shall provide a replacement. IV. Payment: The contractor shall receive payment after installation and acceptance of the equipment. Payment authorization requires submission and approval of invoice to the NCI Contracting Officer's Representative (COR) and to NIH Commercial Accounts per the attached Invoice & Payment Provisions. V. Contract Type: This will be awarded as a Firm Fixed Price type contract. Brand Name Justification: Statutory Authority: FAR 6.302-1(c) - Brand name One of the critical steps for DNA Sequencing is high quality DNA fragments in which the high performance Ultrasonicator is a necessary powerful tool. Covaris, Inc. is the sole manufacturer of the S220 High Performance Ultrasonicator. The Covaris technological foundation is based on its proprietary and patented AFA technology. The AFA technology enables a vast array of non-contact, isothermal processes to be developed, for use in a broad range of applications in Genomics, Proteomics, Cell Biology, and Drug Discovery research. In many cases, the ability to impart both thermal and non-contact control of application processes could not be obtained prior to the development of the AFA technology which gives the Covaris System truly sustainable competitive advantages. Covaris is the only known manufacturer of this type of instrument. Basis for Award: Award will be made based upon lowest price, technically acceptable. QUOTATIONS ARE DUE: January 18, 2013 at 1:00pm EST.
