- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This synopsis advertises the Governments intent to acquire Support Equipment for Multi-Targeting System (MTS) in accordance with (IAW) Government drawings. The support equipment will consist of a variety of kits and sets that will provide maintenance and accessories that are needed to increase the performance of the MTS systems. The Support Equipment shall be built in accordance with the drawings that will be furnished by the Government. The Government intends to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 5 year ordering period, firm fixed price (FFP) supply type contract in accordance with FAR Part 12. This acquisition is reserved 100 percent for small business entities, as FAR 52.219-6 will be incorporated into any resultant request for proposals. Solicitation number N00164-13-R-JQ60 will be issued as a request for proposals. The Government anticipates the solicitation will be published to the Government Point of Entry (the website listed above) on or about 04 February 2013. The Government may choose to accept more than one proposal to meet its requirements. Contract/Ordering period is for a 5-year period from original award date of contract. Delivery will be specified in individual orders. Delivery required F.O.B Destination: NSWC, 300 HWY 361, Crane, IN 47522-5001. DPAS rating is A-70. The solicitation attachments and drawings will be posted to the FBO website concurrently with the solicitation. The Contractor must be properly registered in SAMs in order to receive the solicitation attachments and drawings. To be eligible for award, contractors must be properly registered in the Government System for Award Management database (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov The System for Award Management (SAM) is a Federal Government owned and operated free web site that consolidates the capabilities in CCR/FedReg, ORCA, and EPLS. Future phases of SAM will add the capabilities of other systems used in Federal procurement and awards processes. If you had an active record in CCR, you have an active record in SAM. You do not need to do anything in SAM at this time, unless a change in your business circumstances requires updates to your Entity record(s) in order for you to be paid or to receive an award or you need to renew your Entity(s) prior to its expiration. SAM will send notifications to the registered user via email 60, 30, and 15 days prior to expiration of the Entity. To update or renew your Entity records(s) in SAM you will need to create a SAM User Account and link it to your migrated Entity records. You do not need a user account to search for registered entities in SAM by typing the DUNS number or business name into the search box. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the Submit Bid does not guarantee offers will be received by the proper person in the correct format. Furthermore, each interested vendor shall monitor the FBO and NECO websites for amendments that may be issued to this solicitation.
