Description
Note: This synopsis follows a Small Business Sources Sought notice that was released on November 15, 2012 under Sources Sought number NHLBI-CSB-(DE)-2013-22-DEL The National Institutes of Health (NIH) in Bethesda, National Institute of Dental and Craniofacial Research (NIDCR) has a continuing need to store the specimens and data collected under the Sjögren's Syndrome International Collaborative Clinical Alliance (SICCA) and provide for the dissemination of these materials to qualified scientific researchers conducting basic and clinical research on Sjögren's Syndrome in an ongoing effort to advance basic and translational research in this field and ultimately improve public health. The purpose of this acquisition is to support infrastructure and capacity to store and maintain biospecimens and clinical data collected from participants enrolled in the SICCA study, to work with qualified requesting investigators on study design and optimization of specimens, and to distribute these specimens and the accompanying clinical data to these qualified investigators. THIS PROCUREMENT IS UNRESTRICTED ALL INTERESTED OFFERORS MAY SUBMIT A PROPOSAL. The standard classification NAICS code is 541990 - All Other Professional, Scientific and Technical Services. With a small business size standard of $14.0 million. NHLBI plans to award one (1) cost-reimbursement, option-type contract with a one-year base period and four (4) one-year options. Source selection will be based on a best value trade-off evaluation. This is a presolicitation notice only, and not a request for proposal (RFP). The solicitation, solicitation amendments, and all questions and answers related to this procurement will be made available via the Internet at http://www.fedbizopps.gov/. The solicitation is anticipated for release to the vendor community on or about January 24, 2013 and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation available, telephone requests will not be honored, and no bidders list will be maintained. Potential offerors are required to direct all questions via e-mail to deirdre.lyons@nih.gov.
