Description
The United States Air Force (USAF) is deploying a replacement radar automation system to its OCONUS air bases. This system is the Standard Terminal Automation System (STARS). STARS displays radar data for the purpose of controlling air traffic in the terminal environment. STARS connects to outside facilities via the Inter-Facility Data Transfer (IFDT) interface. Since STARS is designed to interface with FAA Centers, it does not have the capability to interface with host nation Area Control Centers (ACCs) at OCONUS installations. This incompatibility results in the inability to exchange flight data or perform automated radar handoffs with host nation automation systems. It is the intent of the Program Office to procure an Automatic Protocol Exchanger to enable STARS to connect to host nation ACCs for the purpose of exchanging flight data and performing automated radar handoffs. This system is called APEX. The United States (US) Department of Defense (DoD) operates many air bases outside of the continental United States. These air bases operate with US Federal Aviation Administration (FAA) certified air traffic control systems known as the Standard Terminal Automation Replacement System (STARS). The STARS systems are used at the Radar Approach Control (RAPCON) and Ground Control Approach (GCA) facilities to manage aircraft in the local vicinity. To increase air traffic efficiency and reduce air traffic controller verbal communication errors, the STARS systems need to be able to exchange air traffic control information with the host nation automation systems. The APEX System serves the function of interfacing between STARS and the host nation automation systems.
