- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Mission Installation Contracting Command - Fort Hood (MICC-FH) is soliciting for Logistical Support Services at multiple locations at Fort Hunter-Liggett, CA 93928. Offerors shall use the solicitation number indicated in this synopsis when submitting your proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-62 effective 20 December 2012. This procurement will be competed as a 100% small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 532299, All Other Consumer Goods Rental. The size standard for this NAICS code is $7.0 Million. The Government anticipates awarding a firm-fixed priced type contract as a result of this solicitation. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. It is the Government's intention to award without discussions. Offerors are encouraged to present their best technical proposal and prices in their initial proposal submission. However, in accordance with (IAW) FAR Part 15.306, should discussions become necessary, the Government reserves the right to hold them. If this occurs, a competitive range will be determined and offerors notified. The competitive range may be limited for purposes of efficiency IAW FAR Part 15.306 (c)(2). DESCRIPTION OF REQUIREMENT: See the following Attachments and Technical Exhibits listed below for further information: Attachment 1: Schedule B Attachment 2: Clauses and Provisions Technical Exhibit A: Description of Service Technical Exhibit B: Performance Requirements Summary Technical Exhibit C: Wage Determination The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. Any contract awarded as a result of this solicitation will be evaluated on the basis of price and price related factors. All offerors shall be register on the System for Award Management (SAM) site at https://www.sam.gov prior to submitting a proposal to be eligible to receive an award. The provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this acquisition. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. A list of all applicable clauses/provisions is provided in Attachment 2. In addition to the standard FAR Part 12 clauses that govern commercial item acquisition, the solicitation also includes clauses and provisions specific to request for proposal (RFP) procedures (FAR Part 15). Any proposal, modification, or revision, received after the exact time specified for receipt of submission is quote mark late quote mark and will not be considered. Late proposals will be processed under a late proposals rule as indicated in the FAR 52.212-1 (f) and 52.215-1 (C) (3) (ii)(A).
