Description
Exportable Bridge Resource Management Performance Work Statement This is not a solicitation or request for proposals and no contract will be awarded at this time. However, the government reserves the right to review responses for acceptability and issue blanket purchase agreements to qualified vendors. The Military Sealift Command (MSC) Norfolk has a requirement for exportable Bridge Resource Management (BRM) training. Military Sealift Command Norfolk has identified, but is not limited to, four ships that will require BRM training biannually. The BRM training will take place in CONUS or OCONUS locations to be identified at the task order level. The resultant BPA(s) shall provide an exportable Bridge Resource Management course in accordance with 46 CFR 11.202(e) and section B-VIII/2, Part 3-1 of the Standards of Training, Certification and Watchkeeping for Seafarers (STCW) Code. Additionally, the course shall encompass the Bridge Resource Management subject matter outlined in the U.S. Federal Register (62 FR 34518). Please respond by the closing date of this notice with a capabilities statement that addresses your ability to meet these qualifications: Required Qualifications: The contractor shall provide one (1) qualified instructor who has comprehensive knowledge of US Navy AND MSC operations and cultures. This comprehensive knowledge requirement may be attained through various career paths but shall include a combination of Navy Surface Warfare Officer (SWO) experience (surface command experience preferred), a current senior level Merchant Marine Unlimited Deck License (Master Unlimited/Oceans preferred), and sailing experience on MSC or other US flagged commercial ships of comparable tonnage and routes to the ships being trained. MSC must approve in advance any instructor recommended by the contractor to instruct this course. Additionally, the Government desires industry feedback on section 6, Performance Metric, of the attached performance work statement. Specifically, the Government requests a recommended end of course survey be submitted with your response to this sources sought and how the survey would be measured for training effectiveness by the government. NAICS Code 611513, Apprenticeship Training, applies which has a size standard of $7M. This procurement is reserved for small businesses only.
