- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SYNOPSIS (Sole Source Intent) Pediatric Disaster Course Program Date: 10 January 2013 410th Contracting Support Brigade RCO CCEC-AMS Soto Cano AB, Comayagua, Honduras, Central America UNCLASSIFIED Subject: Pediatric Disaster Course Program Proposed Solicitation Number: W912QM-13-Q-RA02 Closing Response Date: On Close of Business 13 February 2013 Point of Contact / Contracting Officer: Douglas M. Schmidt, TSgt, USAF, douglas.schmidt@jtfb.southcom.mil Mr. Roberto Aviles, roberto.aviles.hn@jtfb.southcom.mil Description: MEDEL requires two American Academy of Pediatrics (AAP) validated Pediatric Disaster Courses be taught to the Honduran Pediatric Association, Red Cross, COPECO (FEMA equivalent) Firefighters/other first responders, to train a total of 60 (sixty) Honduran Providers and first responders on how to adequately manage Pediatric patients in Disaster situations. These two courses must follow all AAP Section on International Child Health (SOICH) standards where readings, lectures, small group problem based learning exercises, technical skill sessions and a disaster simulation exercise are incorporated. The intent is to build a cadre of instructors in the Honduras that will then be able to replicate this course in Honduras or other Central American Countries or elsewhere as per coordination and approval by the AAP SOICH. Upon completion of the courses, the Honduran Pediatric Disaster response team must be equipped with all didactic materials and mannequins to be self sufficient. Participants who received the training must feel confident in implementing the skills acquired during the course and be able to train others. (see attached PWS for more information). This is a synopsis in accordance with FAR 5.207 PERFORMANCE WORK STATEMENT (PWS) Pediatric Disaster Course Program JTF-BRAVO MEDICAL ELEMENT 1.0 GENERAL INFORMATION: 1.2 BACKGROUND: Recent natural disasters and terrorist attacks have generated a recognized need for community-wide emergency preparedness but even though disasters are not new to human kind, the concept that children should be managed differently than the rest of the population is relatively new. Pediatric population requires appropriate planning to ensure that children receive the necessary care during disasters. Children are not simply small adults; due to their size, physiology, and cognitive development, they have a unique set of responses upon exposure to the infectious organisms associated with public health epidemics or the chemical, radiological, and biological agents of terrorist attacks. They also have certain psychological vulnerabilities that require special attention. The American Academy of Pediatrics (AAP), an organization of 55,000 pediatricians from over 60 countries worldwide, dedicated to the well-being of children. Founded in 1996 the American Academy of Pediatrics' Section on International Child Health (SOICH). This section was created by a core group of dedicated pediatricians with decades of collective field experience, that now has nearly a thousand members working together to actively enhance the health and well-being of children globally - particularly those living in low resource settings. Thanks to these efforts the American Academy of Pediatrics AAP now has an ongoing mechanism to implement disaster preparedness initiatives, respond to requests for pediatric expertise on disaster readiness, and integrate these activities. The intent of this project is to establish as self sustaining system recognized by the American Academy of Pediatrics that helps the Honduran Pediatric Association set up a program to train pediatricians, first responders and health workers nationwide on adequate management of pediatric population during disasters. 1.2 SCOPE: MEDEL requires two American Academy of Pediatrics (AAP) validated Pediatric Disaster Courses be taught to the Honduran Pediatric Association, Red Cross, COPECO (FEMA equivalent) Firefighters/other first responders, to train a total of 60 (sixty) Honduran Providers and first responders on how to adequately manage Pediatric patients in Disaster situations. These two courses must follow all AAP Section on International Child Health (SOICH) standards where readings, lectures, small group problem based learning exercises, technical skill sessions and a disaster simulation exercise are incorporated. The intent is to build a cadre of instructors in the Honduras that will then be able to replicate this course in Honduras or other Central American Countries or elsewhere as per coordination and approval by the AAP SOICH. Upon completion of the courses, the Honduran Pediatric Disaster response team must be equipped with all didactic materials and mannequins to be self sufficient. Participants who received the training must feel confident in implementing the skills acquired during the course and be able to train others. 1.3. Once initial course is completed where thirty participants have been trained a cadre of at least six new instructors must be identified to start the replication effect of this effort in the country. 1.4. Sustainability: Within the remaining year of the contract, the second and last DoD sponsored course will be conducted under the supervision of AAP but using mainly Honduran instructors trained and identified during the first phase. 1.5 Place of Performance: Both courses have to take place at Joint Task Force Bravo, Soto Cano AB, Honduras, coordinated in conjunction with JTF-B Medical Element. 2.0 TASKS 2.1. The contractor shall provide the following services in support of the Honduran Pediatric Association, Red Cross, COPECO (FEMA equivalent) Firefighters/other first responders 2.1.2. Contractor must deliver two (AAP) validated Pediatric Disaster Courses for Honduran providers with at least 30 participants each and where at least 50 total providers must satisfactorily complete it by the end of both iterations. 2.1.3. Contractor shall identify at least 10 potential instructors by the time both courses are completed for the Honduran professionals can establish a self sustaining training program in Honduras. 2.1.4. Memorandum from MEDEL Commander must be obtained by contractor stating that both courses have been delivered to Honduran Surgical Committee fulfilling expected AAP Section on International Child Health (SOICH) standards and stating that Honduran providers are ready to start a self sustaining program in Honduras. 2.1.5. Contractor shall be prepared to execute by Monday, April 01, 2013 and complete the totality of the courses no later than September 30, 2013.. 2.1.6. Contractor shall provide all study and practical material needed to complete each one of the courses. 2.1.7. Contractor shall purchase and leave with Honduran trauma committee the following equipment in order for the Honduran Pediatric Assocation and Honduran Red Cross to continue teaching the course: 1) Data show projector 2500 lumens 2) 85 inch Tripod Projection Screen 3) Dell Inspiron Laptop 15.6 inch screen, 6 GB RAM, 500GB Hard Disk with Windows and Microsoft Office Professional with Multiformat DVD RW/CD- RW drive 4) Laser Color Printer 5) 32GB memory stick 6) SONY DSC-HX7V Cyber-shot 16 Megapixel Digital Camera with HDMI cable. 7) Pediatric Endotracheal Intubation Set 8) Infant Airway Management Trainer 9) Intraosseous Infusion Simulator 10) Laser pointer 3.0 GOVERNEMENT FURNISHED PROPERTY: 3.1. Services: The Government will not provide any services in support of this PWS. The contractor will provide all services. 3.2 Facilities: Joint Task Force Bravo will provide billeting on Soto Cano AB, for all participants and instructors and space to conduct training as per coordination with Joint Task Force Bravo Commander and ASA. 4.0 CHANGES TO CONTRACT: 4.1. The only person authorized to make changes to the contract is the Contracting Officer. Failure to clear any changes to the contract with the Contracting Officer IN ADVANCE will result in the Government not being responsible for the charges, and non-payment to the Contractor. Accordingly, the Contracting Officer SHALL be notified prior to any additional services/performances needing contract modification (that is, those resulting in changes to the terms of the contract). Changes by unauthorized personnel will result in the contractor not receiving payment for costs incurred. 4.2. The Contracting Officer has the right to add or delete from this PWS requirements to make this mission a success. Changes made with at least 48 hour notice to the Contractor will incur NO penalty. The Contracting Officer may negotiate modifications as required always with consent from the Technical Representative in the Medical Element Logistics. 5.0 INVOICING: The Contractor shall submit its invoices to the JTF-B Finance Office every month during contract performance and a final invoice upon completion of the contract.
