- The Federal Bureau of Prisons, Transitional Drug Abuse Treatment Contracting; Washington, D.C. is seeking proposals from sources having the ability to provide community-based outpatient Substance Abuse and Mental Health Services in Fresno, California. Location of services should be within a 10 miles radius of Fresno City Hall which is located at 2600 Fresno Street, Fresno, California 93721. Performance periods under this contract will be for a one-year base period to begin on July 01, 2013 with four (4) one-year option renewal periods with service ending (if all options are renewed) on June 30, 2018. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. The Following services are required and may be sub-contracted to another licensed contractor. Base Year: Estimated number of Inmates = 50 Substance Abuse Treatment Services: Intake Assessments & Report (one per authorized inmate) for 50 inmates = 50 assessments Individual Counseling Sessions (30 minutes = 1 unit) 48 units (per inmate) x 50 = 2400 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 50 = 3,600 units Family Counseling (30 minutes = 1 unit) 12 units (per inmate) x 50 inmates = 600 units Mental Health Treatment Services: Estimated number of Inmates = 17 Mental Health Intake Assessment & Report (one per inmate) for 17 inmates = 17 units Psychiatric Evaluation & Report = 1 report per authorized inmate x 17 inmates = 17 reports Mental Health Individual Counseling (30 minutes =1 unit) 12 units per inmate for 17 inmates = 204 units Mental Health Group Counseling (30 minutes = 1 unit) 24 units per inmate for 17 inmates = 408 units Mental Health Medication Monitoring (six visits per inmate) for 17 inmates = 102 monitoring visits Option Year shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) most recent Statement of Work dated April 2011- No Masters. The request for proposal will be available on or after February 27, 2013 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the request for proposal will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about March 29, 2013. Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is unrestricted. The BOP anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a proposal which will be considered by this agency.
