- The Cincinnati VA Medical Center intends to negotiate a sole source contract with Michael Leiter and Associates to purchase services to support the National Center for Organizational Development (NCOD) with the ongoing development of the Civility, Respect, and Engagement of the Workforce Study (CREW). The Contractor will work with NCOD staff to design a qualitiativly based study to examine the contingencies among incidents of civility, incivility, burnout, work engagement, and other relevant constructs. The Contractor will partner with NCOD to further analyze and write manuscripts regarding the eight-item Civility Measure which is sub-scale of the VHA All Employee Survey. The North American Industry Classification System Code (NAICS) is 541720 and the Small Business Standard is $7 million. The Government believes that Michael Leiter and Associates is the only manufacture that can satisfy the agency requirements. Therefore, the Government intends to proceed with a sole source procurement for the required supplies and or services. This procurement is being conducted in accordance with FAR 6.302 - only one responsible source and no other vendor will satisfy agency requirements. To the best of our knowledge, Michael Leiter and Associates, Natick, MA is the only source that provides the above indicated items and features. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within ten (10) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion Network Contracting Office 10 VA Medical Center will precede with the sole source negotiation with Michael Leiter and Associates, Natick, MA.
