Description
SUBJECT: Request for Information Synopsis for Joint Light Tactical Vehicle (JLTV) Issue Team, Fires and Maneuver Integration Division (FMID), Marine Corps Combat Development Command (MCCDC) PURPOSE: The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to support the Fires and Maneuver Integration Division, Marine Corps Combat Development Command, Quantico, VA. The Regional Contracting Office-National Capital Region (RCO-NCR) is requesting responses from all eligible businesses. The qualifying code for this effort is NAICS 541611. The Marine Corps Combat Development Command (MCCDC) is responsible for conducting analysis on user needs and developing validated requirements for future weapon systems. These requirements include effectiveness, suitability, and survivability attributes. The Fires and Maneuver Integration Division (FMID) develops these requirements for all USMC vehicle systems, including the Joint Light Tactical Vehicle (JLTV). The requirement for an Issue Team will support FMID in the continued execution of Joint Capabilities Integration Development System (JCIDS) responsibilities for JLTV Engineering and Manufacturing Development (EMD) phase for the FY12-FY15 timeframe. The construct of an Issue Team is a central component to the EMD Requirements Management and Analysis Plan (RMAP). Expertise is needed to participate in design reviews, test events, and Systems Engineering (SE), Test and Evaluation (T&E) and Requirements Integrated Product Teams (IPTs) in order to ensure that data and information is aligned and synchronized with the JLTV Capabilities Production Document (CPD). It is essential that the design reviews and program working groups gain and maintain cognizance of design maturity, technology readiness, and design issues with operational impact. The JLTV Capabilities Integration Officer (CIO) needs to remain informed and supported throughout this process. Additionally, event-driven analysis and assessment of JLTV user reviews and updates to the Operational Mode Summary/Mission Profile (OMS/MP) is needed to ensure the test community understands service operational equities and properly decomposes CPD attributes in support of the Developmental/Operational Test and Design. Objectives for this requirement include: (1) Participation and input to JLTV CPD design review, test events and SE, T&E and Requirement IPTs; (2) Feedback to JLTV CIO; (3) Analysis and assessment of JLTV user review and updates to the OMS/MP; (4) Development of tracking system of potential issues including to assist with communication of issues and resolutions Responses to this RFI shall not exceed 10 pages, including cover letter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate capability to perform the types of required services as well as experience levels with similar support; (2) Current commercial pricing sampling for like or similar items (not included in page count); (3) Link to the respondent's General Services Administration (GSA) schedule, or attached file of same, if applicable; (4) Citation of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm. Please identify business size; point of contact; phone number; fax number; e-mail address; taxpayer identification number; DUNS Number; and CAGE Code. Response is due by 2:00 P.M.
