Description

Justification Solicitation HC1028-13-T-0025 DISA/DITCO intends to issue a contract for the renewal and subscription upgrade for the expiring KnowledgeTree 3.7 software products for DISA Chief Financial Executive. KnowledgeTree, Inc., has proprietary rights to the software code for the KnowledgeTree software products associated with this requirement and is the only known source, along with its resellers, that can provide this maintenance support. No other vendor or distributor can legally obtain access to the software, and no other vendor can make duplicate copies since it is protected by copyright and patent laws. The period of performance will be from 18 January 2013 through 17 January 2014. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who can provide the above listed software renewal must complete a copy of the attached solicitation and submit it via email to lynn.m.buss.civ@mail.mil. Responses are due by 10:00 A.M. (Central Time) on 15 January 2013. The resultant contract will be firm fixed price. All responsible sources may submit a proposal that will be considered. The NAICS code is 541519 for this procurement.
