Description
THIS PROCUREMENT IS A SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE PROCUREMENT. The U.S. Army Corps of Engineers, Norfolk District has a requirement for the roof replacement at West Point Elementary School, West Point, New York. This project will replace the existing roof system at West Point Elementary School which consists of three areas. Roof Area quote mark A quote mark consists of a EPDM (Ethylene Propylene Diene Monomer) roof membrane system that shall be removed completely down to the existing metal roof decking. Demolition shall include rock ballast, metal parapet caps, EPDM membrane and associated flashing membranes, perimeter metal edge strips, roof drains, existing 3 quote mark polyisocyanurate insulation board (including all areas provided with tapered saddles). Existing roofing penetrations and/or accessories to remain include plumbing vents, drains, expansion joints and various pieces of mechanical equipment. For Areas quote mark B quote mark & quote mark C quote mark, the existing built-up roofing membrane system shall be removed completely down to the existing deck (Tectum fiberboard deck at roof area quote mark B quote mark and metal deck at roof area quote mark C quote mark ). Demolition shall include all existing built-up roofing membrane plies, gravel embedded cap sheet, rigid insulation board, associated flashing membranes at edges and roof penetrations, metal edge strips, and cant strips. Existing roofing penetrations and/or accessories to remain include plumbing vents, drains and various pieces of mechanical equipment. Construction shall comply with the requirements in the Statement of Work. The solicitation number assigned to this acquisition is W91236-13-B-0002. The Government intends to award a firm fixed price contract using INVITATION FOR BID WITH PRE-AWARD SURVEY and procedures outlined in FAR 36 and FAR 14. Pre-award survey will determine contractors responsibility in accordance with FAR 9.104 and 9.106. This project is subject to the availability of funds. Bidders will be evaluated on both pre-award survey and conformance to the solicitation and price. The Government reserves the right to reject any or all Bids; and to award the contract to other than the lowest total price and to award to the bidder submitting the lowest bid determined by the Government to be responsible. The contract duration is 270 calendar days to account for mobilization, submittals, materials, work, admin, and closeout. However major work will occur during the school's summer break from 7JUN13 to 21AUG13 (76 calendar days); finishing work and punchlist items can be accomplished after school break but within total contract duration. The estimated price range is between $1,000,000.00 - $5,000,000.00. The solicitation will be posted on/about January 24, 2013. The receipt date for Bids is on/about February 26, 2013 by 2:00 pm. NAICS CODE 238160 ($14.0M) applies to this procurement. Submission requirements (plans/specs) will be available on/about January 24, 2013 via Federal Business Opportunities (FedBizOpps, https://www.fbo.gov). Bid bonds will be required with Bid submittals. Search on W91236% for solicitations issued by Norfolk District. No hard copies will be available. Prospective contractors must be registered Vendors with https://www.fbo.gov in order to download plans and specifications. Prospective contractors MUST be registered in the DOD System for Award Management (SAM) database in order to obtain access to FedBizOpps. It is incumbent upon vendors to monitor FEDBIZOPPS for the release of the solicitation, specification, drawings, and all subsequent amendments. SAM Registration must also be ACTIVE and current to be eligible for contract award. Lack of registration in the SAM database will prevent access to FedBizOpps and will make an Bidder ineligible for award. NOTE: Online Representations and Certifications Applications (ORCA) apply to this solicitation. With ORCA, vendors have the ability to enter and maintain representations and certification information, via the Internet at http://orca.bpn.gov; therefore, vendors no longer have to submit representations and certifications with bid. Instead, this solicitation contains a single provision that will allow vendor to either certify that all representations and certifications in ORCA are current, complete, and accurate as of the date of signature, or list any changes.
