- Solicitation Number: W56HZV-12-R-A504 Notice Type: Pre-solicitation Synopsis: The U.S. Army Garrison - Detroit Arsenal (USAG-DTA) Directorate of Public Works (DPW) has a continuous need for a broad range of design-build and design-bid-build construction capability to support real property sustainment, restoration, modernization, repair and minor construction of buildings, structures or other real property at the Detroit Arsenal, Selfridge Air National Guard Base (SANGB), and surrounding satellite locations. These tasks are typical tasks performed in a variety of trades including carpentry, road repair, roofing, excavation, interior electrical, exterior electrical, heating, ventilating, and air conditioning (HVAC), fire protection, telecommunications, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry and welding all outlined under the North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. To acquire these types of services, the Government anticipates awarding a Multiple Award Indefinite Delivery Indefinite Quantity (MA IDIQ), for Construction Services, on a Firm-Fixed-Price basis. The contract performance period for the proposed MA IDIQ will consist of a base period of one calendar year and will include four one year option periods, not to exceed five calendar years. The solicitation will be set-aside to small businesses. It will result in the award of approximately five contracts and is anticipated to include a minimum of one 8(a) contractor. The Government intends to hold a pre-proposal conference. If the Government holds a pre-proposal conference, the date of the conference will be announced at a later date. The approximate solicitation release date is 18 MAY 2012. The solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies of the solicitation will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing FedBizOpps at https://www.fbo.gov/. CAUTION: The solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders' mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in the rejection of same. NOTE: The solicitation and any attachments that may be included are proprietary information to the U.S. Government. Before any information is released to the vendor, a person with the authority to sign their organization into contractual agreements will need to fill out a Use and Non-Disclosure Agreement form that will be obtainable at the time the solicitation announcement is posted. It will be up to the primary vendor to ensure that each of their sub-contractors and/or suppliers also sign a Use and Non-Disclosure Agreement prior to disclosing or releasing any information to such persons. Such agreement must be consistent with the terms of the primary vendor's own Use and Non-Disclosure Agreement. Upon award of this solicitation, all unsuccessful Offerors and their subcontractors and/or suppliers will be required to sign and return a Certificate of Destruction which states that they have destroyed all U.S. Government proprietary information provided to them during the solicitation process.
