- This is a Sources Sought announcement for information only. All information will be used for planning purposes and market research. No proposals are being requested nor will any proposals be accepted from this notice. This is not a request for proposal (RFP) and no contract will be awarded from this synopsis. The U.S. Army Corps of Engineers Philadelphia District anticipates the issuance of Request for Proposal and the award of a firm-fixed price construction contract for NEPS Charikar to Panjshir Transmission Line, Afghanistan. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this notice is to obtain knowledge of interest, capabilities and qualifications of interested construction firms who have the capabilities to complete and perform a contract of this magnitude and to address any questions, or concerns from industry. a. PROJECT DESCRIPTION: This project consists of a base bid and options. A description of each follows: Base Bid: Design and construct a single circuit 110 kV electrical transmission system to deliver power from Charikar Substation located in Charikar, Parwan to a new substation, Gul Bahar Substation, located in Gul Bahar, Kapisa. This substation will serve the area of Gul Bahar and be a junction point for high voltage transmission to other substation listed below. Gul Bahar substation shall have three 110 kV line bays. One for connection to the new single circuit transmission system from Charikar Substation, one for distribution to a new substation located in Bazarak, Panjshir and one for distribution to a new substation located in Mahmood Raqi, Kapisa. It shall have a 20 kV yard with indoor switchgear, connection to two 110 kV/20 kV transformers rated no less than 16 MVA each, and four 20 kV line bays each capable of expansion to 34 MVA. The 20 kV line bays shall be designed and installation of line bay equipment shall be by others. The substation shall be sized to allow expansion to two 220 kV line bays, one additional 110 kV line bay, an additional 20 kV yard with indoor switchgear and two 20 kV line bays yard capable of expansion to 34 MVA, adequate space for 220 kV/20 kV and 110 kV/20 kV transformers and line dead-end structures for connection to 20 kV distribution lines provided by others. Option 1: Design a single circuit 110 kV electrical transmission system to deliver power from Gul Bahar Substation located in Gul Bahar, Kapisa to a new substation, Bazarak Substation, located in Bazarak, Panjshir. Bazarak substation shall have one 110 kV line bay for connection to the new single circuit transmission system from Gul Bahar Substation. It shall have a 20 kV yard with indoor switchgear, connection to two 110 kV/20 kV transformers rated no less than 16 MVA each, four 20 kV line bays each capable of expansion to 34 MVA. The 20 kV line bays shall be designed and installation of line bay equipment shall be by others. The substation shall be sized to allow expansion to two 220 kV line bays, one additional 110 kV line bay, an additional 20 kV yard with indoor switchgear and two 20 kV line bays yard capable of expansion to 34 MVA, adequate space for 220 kV/20 kV and 110 kV/20 kV transformers and line dead-end structures for connection to 20 kV distribution lines provided by others. Option 2: Design a single circuit 110 kV electrical transmission system to deliver power from Charikar Substation located in Charikar, Parwan to a new substation, Mahmood Raqi Substation, located in Mahmood Raqi, Kapisa. Mahmood Raqi substation shall also connect to a 110 kV electrical transmission system to Nejrab, Kapisa being built by others. Mahmood Raqi substation shall have two 110 kV line bays to include one 110 kV line bay for connection to the new single circuit transmission system from Charikar Substation and one 110 kV line bay for connection to the 110 kV high voltage transmission system to Nejrab, Kapisa by others. It shall have a 20 kV yard with indoor switchgear, connection to two 110 kV/20 kV transformers rated no less than 16 MVA each, two 20 kV line bays each capable of expansion to 34 MVA. The 20 kV line bays shall be designed and installation of line bay equipment shall be by others. The substation shall be sized to allow expansion to two 220 kV line bays, an additional 20 kV yard with indoor switchgear and two 20 kV line bays yard capable of expansion to 34 MVA, adequate space for 220 kV/20 kV transformers and line dead-end structures for connection to 20 kV distribution lines provided by others. The solicitation will also include options for Government Furnished Material. b. MAGNITUDE: The magnitude for this project is between $25,000,000.00 and $100,000,000.00. The project is subject to reprogramming and availability of funds. c. PERFORMANCE PERIOD: Duration of construction is 768 calendar days from Notice to Proceed. Solicitation: a. The project solicitation will consist of two (2) phases. Phase 1 - Technical Qualification of Offerors In the Phase 1 solicitation, USACE will evaluate and rate offeror's submissions based on the following criteria: Experience, Technical Approach, Past Performance, and Schedule. Detailed evaluation criteria will be in the official RFP issued. Offerors will be rated either Acceptable or Not Acceptable. Phase 2 - Technical/Price Proposals All offerors rated Acceptable in Phase 1 will be issued a formal RFP for the project and invited to submit proposed technical factor (Key Personnel) and pricing in Phase 2. The Phase 2 RFP will include a statement of work, standards, and criteria for the project that set out the project scope, construction requirements, construction process, drawing and specifications, codes and standards, etc. b. Award will be made to the Low Price Technically Acceptable offeror. c. Anticipated issue date for Phase 1 of the RFP is on/about 27 March 2013 with proposals due on/about 26 April 2013. Phase 2 will be issued on/about 20 May 2013 with price proposal due on/about 19 Jun 2013. d. Offerors responding to this sources sought notice shall be limited to 30 pages and shall include the following information: Offerors name, address, point of contact, phone number and e-mail address. Offeror must indicate whether they are truly interested in submitting a proposal when the RFP is issued. Offeror must demonstrate experience by providing evidence of at least three construction (or design-build) projects performed within the last five years within Central or Southwest Asia, in excess of $10,000,000.00 USD, and which is similar in scope and complexity. A project of similar scope and complexity is defined as a Design-Build or Design-Bid-Build project that involved the construction of electrical transmission lines and towers of at least 110kV and associated substations. Offerors Joint Venture information, if applicable. Interested offerors shall submit responses to this Sources Sought/Market Survey notice no later than 22 January 2013.
