- The Mission Contracting Office, Fort Hood, Texas intends to award a firm fixed price sole-source contract to American Water (AW) for the operation and maintenance (O&M) of the Fort Hood Family Housing (FHFH) owned water distribution and wastewater collection system (known herein as quote mark infrastructure quote mark ) on a sole source basis under the authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to enter into a firm fixed price requirements with American Water Operations and Maintenance Inc., 1025 Laurel Oak Road, Voorhees, NJ 08043-3506 for a period of 6 months from 1 February 2013 through 31 July 2013. The justification for this noncompetitive solicitation is due to a portion of the infrastructure on the installation is currently owned by a third party, the Fort Hood Family Housing known as the Residential Communities Initiative partnership (RCI). If a contract is awarded to a party other than AW, there will be significant concerns associated with having two different utility providers operating the same utility system. The NAICS code for this procurement is 221320 Sewage Treatment Facilities with a size standard of $7.0M. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued. Initiating a separate competitive action for a 6-month bridge contract would not outweigh the benefits to the Government. Time does not permit a phase-in period, therefore, there is not a reasonable expectation a new contractor will successfully perform without critical delays and/or interruption of service. All responses must be provided no later than 10:00 am CST 24 January 2013.
