Description

The National Cemetery Administration, located at 155 Van Gordon Street, Lakewood, CO 80225 is soliciting quotes under Request for Quotation Number VA786-13-Q-0089 from qualified and eligible Service Disabled Veteran Owned Small Business Concerns for Commercial Services. All work will be accomplished on site at the Fort Scott National Cemetery, Fort Scott Kansas, and though all work will be accomplished at Fort Scott National Cemetery, proposals and correspondence thereof shall be sent to the National Cemetery Administration, Central Contracting Division, located at 155 Van Gordon Street, Lakewood, CO 80225 and to the attention of Mr. Derek C. Reed, Contract Specialist. Project work includes, but is not limited to the general contractor providing all plant, labor; tools, parts, equipment, transportation and incidentals required for turf grass removal and restoration at the Cemetery in a manner meeting or exceeding requirements of the Statement of Work. This includes ensuring restoration in a manner that will present a clean, neat, professional, and aesthetic appearance throughout the Cemetery. The scope of Services also includes killing and removing existing turf grass, rototilling existing topsoil, adding and/or removing turf grass sod, preservation of existing cemetery features (lawns, paving, roads, stones, and markers), and restoration of cemetery features disturbed or removed during performance. The VA is issuing this Request for Quotation in accordance with FAR Parts 13 and 15 and technical capabilities and past performance are considered significantly more importance than price. Selection criteria as follows: Past performance will be evaluated as a measure of the Government's confidence in the offeror's ability to successfully perform requirements of the solicitation based on recent and relevant past performance efforts and the offeror's performance. The Government will consider recent and relevant past performance information identified by each quoter and responses to customer questionnaires regarding performance on recent and relevant efforts as well as any additional information obtained by the Government. In accordance with P.L. 109-461, this acquisition is restricted to Small Business Concerns Owned and Controlled by Service Disabled Veterans (SDVOSB) concerns. NAICS Code 561730 is applicable to this acquisition with a Business Size Standard of $7.0M. Solicitation documents will be available electronically on or about January 16, 2013 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED. Information regarding site visit and pre-proposal conference will be listed in the solicitation documents. Offers are encouraged to visit the job-site to familiarize themselves with the project, project site and conditions which may affect cost. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and comments, in writing, in regards to the solicitation documents. Interested firms are reminded in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in Central Contractor Registration, (CCR) and IAW FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract. In addition to registering in CCR, all SDVOBs must register in the VetBiz.gov VIP database, available at www.VetBiz.gov. Contracting officers are expressly prohibited from awarding contracts under the authority of 38 U.S.C.8127 unless they have confirmed that the small business is registered in the database. Information regarding ORCA and CCR registration can be accessed at the Systems for Award Management (SAM) website at https://www.sam.gov/portal/public/SAM/. All VOSBs and SDVOSBs must be listed in the VIP database, available at http://www.VetBiz.gov, and also must be registered in the Central Contractor Registration (CCR) (see 48 CFR subpart 4.11) to receive contract awards under VA's Veteran-owned Small Business prime contracting and subcontracting opportunities program.
