Description
This is not a request for quote; this is a notice of the government's intent to award a firm fixed price contract on a sole source basis to United States Hispanic Leadership Institute (USHLI). 431 S. Dearborn St, STE 1203, Chicago, IL 60605. pursuant to FAR 6.302-1 (a) (2) (iii) (b) (ii), unique supplies or services available from only one or limited number of sources or from only one or limited number of suppliers with unique capabilities. The Department of Defense (DoD) is energetically pursuing diversity through a magnitude of avenues to address barriers and issues impacting DoD. The Office of Diversity Management and Equal Opportunity, (ODMEO) requests the support of USHI to contribute to increasing diversity in the Department of Defense (DoD) workplace through outreach and programs. USHLI will provide the ODEMO an opportunity to participate in USHLI 2013 National Conference and four student leadership series events. For additional details concerning the requirement, refer to service description below. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement by 12:00 PM January 25, 2013, EST by email to eric.darby@whs.mil. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The primary North American Industry Classification System (NAICS) code is 813319 with a size standard of $7.0 million. Service Description: The Department of Defense (DoD) is energetically pursuing diversity through a magnitude of avenues to address barriers and issues impacting DoD. The Office of Diversity Management and Equal Opportunity, (ODMEO) requests the support of USHI to contribute to increasing diversity in the Department of Defense (DoD) workplace through outreach and programs. USHLI will provide the ODEMO with the uses of conferences and student educational series as opportunities to connect with conference and educational program attendees. Use their exhibit space to discuss jobs, careers, their diversity programs, organization, with potential applicants and other interested attendees. Use the sponsored receptions, and special events to network with the many high-profile professionals and executives, from Corporate America and high-tech government agencies, who attend and participate. At the USHLI National Conference: • Participation/remarks from a DoD senior leader during the Educational Achievement Program focused on leadership development, education, and career opportunities within DoD, particularly in Science, Technology, Engineering, and Math (STEM) fields. • DoD recognition as a host of the Educational Achievement Program. • One full page color advertisement in the conference program book. • One 10' x 10' exhibit booth space for interviews, information about DoD education and career opportunities, and to distribute recruiting materials. • Five attendee registrations for federal government employees. • One reserved table of 10 seats at the Educational Achievement Program. • One DoD workshop event focused on leadership development to prepare Hispanic and other minority young adults to succeed in highly competitive federal workforce opportunities At the USHLI Student Leadership Series: • Participation/remarks from a DoD leader at four individual Student Leadership Series events focused on leadership development, education, and career opportunities within DoD, particularly in Science, Technology, Engineering, and Math (STEM) fields. • Exhibit booth space opportunities at four individual Student Leadership Series events for interviews, information about DoD education and career opportunities, and to distribute recruiting materials. • Recognition of DoD sponsorship of the Student Leadership Series with logo placement on all Student Leadership Series promotional and educational materials, to include e-mail and internet materials. • Although DoD reserves the right to substitute alternate events, the four Student Leadership Series events targeted by DoD will be: o Tucson, Arizona o San Jose, California o Chicago, Illinois o Ft. Worth, Texas Background: The Office of Diversity Management and Equal Opportunity (ODMEO) mission is to have numerous career fairs, recruiting events, and trainings. The goal is to foster awareness about DoD career opportunities to minorities. The ODMEO will participate in the recruitment fair by manning a booth, provides keynote, and panel members to speak on behalf of DoD at these events. USHLI is a Chicago-based national nonprofit, nonpartisan, tax-exempt organization that promotes education, civic participation, and leadership development for Latinos and other similarly disenfranchised groups. USHLI is a member of the Board of Directors of the Hispanic Association on Corporate Responsibility (HACR), and National Hispanic Leadership Agenda (NHLA). USHLI annually attracts leaders from over 40 states and 1,000 affiliated groups and organizations to celebrate Hispanic heritage and further empowers their communities. The USHLI conference is the largest cross-generational Hispanic conference in the nation, attracting students, young professionals, career professionals and senior citizens. Conference participants come together to develop and/or strengthen their leadership skills and to grow as servant leaders. It is an exceptional venue where vendors can meet consumers, unions can meet prospective members, universities can recruit students, constituents can meet national policy-makers, and employers can meet future employees. This conference provides sponsors an extraordinary opportunity to contribute to the development of this nation's present and future leaders and connect with a broad cross section of America. Training is a crucial element in preparing the next generation of Latino leaders and USHLI leads the nation in the field of leadership development. USHLI offers programs for community leaders and local public officials, and candidate training and campaign management.
